Job Summary
The MEAL Officer is responsible for executing a robust monitoring and learning framework across our diverse portfolio of FSL, WASH, and Health & Nutrition programs. Your primary mission is to ensure that data collection is precise, reporting is transparent, and that the “Learning” loop is closed—transforming field insights into better program outcomes. You will act as a bridge between field activities and strategic analysis, ensuring our operations in Borno State remain evidence-based and community-focused.
Key Responsibilities
I. Data Systems and Quality Assurance
- Tool Development: Collaborate on the creation and refinement of digital and physical monitoring tools, including registers and databases tailored for nutrition and hygiene sectors.
- Analytical Reporting: Conduct rigorous monthly data analysis to produce actionable monitoring reports that highlight program milestones and areas for adjustment.
- Data Integrity: Implement Data Quality Assessment (DQA) protocols to ensure the information flowing from the field is accurate, timely, and reliable.
- Resource Management: Oversee the logistical supply chain of MEAL materials and tools to all supported field sites to prevent reporting gaps.
II. Strategic Monitoring and Evaluation
- Field Oversight: Perform regular supervisory visits across target communities to verify progress and provide real-time updates to Program Managers.
- Evaluation Support: Assist in the design and execution of mid-term and final project evaluations, specifically managing complex datasets for research and analysis.
- Adaptive Learning: Disseminate findings from research and evaluations to program teams, offering concrete recommendations to improve the quality of interventions.
III. Accountability and Community Engagement
- Feedback Loops: Maintain and manage the Beneficiary Complaints and Feedback Mechanism (CFM) database, ensuring community voices are heard and addressed.
- Information Sharing: Facilitate transparent communication with beneficiaries and local authorities regarding program goals and progress.
- Knowledge Management: Maintain organized digital archives of all monitoring documentation to ensure institutional memory and ease of auditing.
Requirements and Qualifications
- Educational Background: A Bachelor’s degree in Statistics, Economics, International Development, or a related social science field.
- Professional Experience: 2–3 years of dedicated experience in MEAL roles within the NGO sector, specifically involving FSL, WASH, or Health sectors.
- Technical Proficiency: Advanced skills in MS Excel are mandatory. Experience with mobile data collection tools (ODK, KoboToolbox) and statistical software (SPSS or STATA) is highly preferred.
- Linguistic Skills: Proficiency in English is required, alongside fluency in local languages (Hausa and Kanuri) to engage effectively with the community.
- Soft Skills: Exceptional report-writing abilities and a demonstrated capacity to work flexibly in high-pressure, sensitive environments.
