THE ROLE
We are seeking a high-caliber State Campaign M&E Officer to lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) portfolio for the ITN and SMC (Seasonal Malaria Chemoprevention) campaigns in Borno State.
Reporting to the M&E Manager with direct oversight from the State Project Manager, you will be the focal point for research, data validation, and capacity building. Your mission is to ensure that health management information systems are robust, data is of the highest quality, and programmatic decisions are evidence-based.
KEY RESPONSIBILITIES
1. Technical MEAL Execution (50%)
- Serve as the focal point for all data collection and management processes before, during, and after each round of mass drug administration.
- Plan and implement DQA (Data Quality Assurance) and data validation activities.
- Adapt and maintain high-quality project databases in line with regional standards.
- Develop robust monitoring plans for both quantitative and qualitative project performance indicators.
- Prepare periodic performance reports, briefings, and summaries for various technical audiences.
2. Knowledge Management & Learning (20%)
- Facilitate “learning-to-action” events and reflection sessions to systematically analyze data for programmatic improvement.
- Develop learning briefs, project bulletins, and case studies to document best practices.
- Lead the state-level learning agenda and support operational research initiatives.
3. Program Management & Representation (20%)
- Coordinate with SMoH staff to ensure health facility reports are obtained through appropriate state-specific mechanisms.
- Participate in supervisory visits to health facilities, ensuring action plans are developed and gaps are closed.
- Liaise with technical counterparts in the State Ministry of Health and represent the project at quarterly review meetings.
4. Accountability (10%)
- Implement feedback and response channels to capture community and beneficiary preferences.
- Ensure beneficiary feedback is analyzed and utilized by program teams to improve service delivery.
QUALIFICATIONS & EXPERIENCE
- Education: Degree in Statistics, Demography, Mathematics, or a related quantitative discipline.
- Experience: * Minimum of 5 years of professional experience in M&E.
- Proven experience in monitoring and evaluation of community-based interventions.
- Expertise in HMIS and CLMS within the Nigerian public health sector is a significant advantage.
- Demonstrated experience in survey design, database development, and quantitative data analysis.
- Technical Skills: * Proficiency in DHIS2, Excel, Word, and PowerPoint.
- Hands-on experience with statistical software packages such as Stata, SPSS, or Epi Info.
- Strong analytical skills with the ability to translate strategic vision into operational models.
