STRATEGIC ROLE OVERVIEW

​Malaria Consortium is seeking a highly experienced Technical Specialist (TS) to join our Global Fund (GF) project team in Abuja. The Technical Specialist is a cornerstone of our technical leadership, providing strategic guidance, capacity development, and evidence-based oversight to ensure the successful delivery of malaria interventions across Nigeria.

​Reporting to the Programme Director, you will lead the technical appraisal of Seasonal Malaria Chemoprevention (SMC), Long-Lasting Insecticidal Nets (ITN) distribution, and case management strategies. Your goal is to ensure that every intervention achieves maximum effectiveness and cost-efficiency while aligning with national guidelines and global best practices.

KEY RESPONSIBILITIES

1. Technical Leadership & Quality Assurance (70%)

  • Strategic Planning: Support the development of technical workplans and provide quarterly performance updates against the performance framework.
  • SMC & Chemoprevention: Provide expert guidance on the macro and microplanning, logistics, and quality assurance of SPAQ distribution.
  • Operational Oversight: Review and approve Terms of Reference (ToRs) for national and state-level activities, ensuring technical quality through active interphase with State Technical Officers.
  • Clinical Excellence: Support state teams in implementing malaria prevention (IPTp), case management (diagnosis/treatment), and integrated community case management (iCCM/CHIPS).
  • Innovation & Learning: Document best practices and innovations to inform program improvements and contribute to the global malaria body of knowledge.

2. Project Management & Sustainability (20%)

  • Reporting: Collate and review routine service delivery reports and contribute to the quarterly Progress Update and Disbursement Request (PUDR) for the donor.
  • Transition Strategy: Design and implement activities that promote government ownership and sustainability beyond the project lifecycle.
  • Capability Building: Actively participate in Malaria Consortium’s Quality Assurance and Learning & Development groups.

3. Representation & Advocacy (10%)

  • Technical Working Groups: Represent Malaria Consortium on the National Malaria Case Management Subcommittee, SMC Expert Group, and other relevant coordinating committees.
  • Stakeholder Engagement: Act as a technical liaison with Principal Recipients (PRs), government stakeholders, and the global technical Community of Practice (CoP).

PERSON SPECIFICATION

Academic & Professional Qualifications

  • Essential: Bachelor of Medicine, Bachelor of Surgery (MBBS/MD) plus a Master’s degree in Public Health, Health Policy, Epidemiology, or a related field.
  • Experience: * Minimum of ten (10) years of professional experience in public health.
    • ​Proven experience at the national level with oversight of at least three (3) states.
    • ​Demonstrable success in engaging with national programs and high-level stakeholders.
    • Advantageous: Specific experience with Global Fund (GF) or GAVI-funded programs in developing countries.

Core Competencies & Skills

  • Policy Knowledge: Deep understanding of global and Nigerian malaria policies and clinical guidelines.
  • Supply Chain: Familiarity with medical supplies procurement and supply chain management for malaria commodities.
  • Technical Breadth: Strong clinical and public health knowledge in the control of malaria, pneumonia, and diarrhoea.
  • Soft Skills: Exceptional report writing, presentation, and project management skills; fluency in written and spoken English is mandatory.
