JOB PURPOSE
The State Campaign Finance Officer is responsible for maintaining the full accounting function of the state office. You will ensure that all financial records and transactions are managed in strict accordance with Malaria Consortium’s financial policies, providing the accurate data needed to drive our life-saving malaria interventions.
SCOPE OF WORK
Reporting to the State Coordinator with a functional reporting line to the Zonal/Hub Accountant, you will handle the accurate and timely posting of invoices, petty cash management, and the archiving of monthly financial information. You will serve as a key advisor to the Project Manager on financial health and suggested solutions for field office challenges.
KEY ACCOUNTABILITIES
1. Financial Transactions & Reporting (60%)
- Purchase Ledger: Receive, review, and post all supplier invoices, ensuring accurate coding and complete supporting documentation as per the Authorized Signatory List (ASL).
- Monthly Reporting: Prepare a comprehensive end-of-month finance package, including:
- Bank reconciliation statements.
- Aged lists of outstanding advances.
- Fixed Asset Register updates and Spot Check reports.
- Petty Cash Count Certificates.
- Audit Readiness: Act as the primary custodian for financial archives, ensuring all vouchers and procurement documents are organized and accessible for internal/external audits.
2. Payment Processing (30%)
- Disbursements: Prepare all cash, cheque, and bank transfer payments following management approval.
- Compliance: Scrutinize all payment and advance requests (travel/activity) to ensure they align with MC policies.
- Advance Management: Issue travel and activity advances to staff and consultants, ensuring timely settlement and escalating late liquidations to the State Coordinator.
3. Petty Cash Management (10%)
- Maintain the petty cash imprest system, issuing receipts and depositing cash collections promptly.
- Conduct joint monthly cash counts with the Supply Chain/Admin Officer.
- Ensure all petty cash vouchers are posted to the general ledger with 100% accuracy.
PERSON SPECIFICATION
- Education: HND or Bachelor’s Degree in Accounting or a relevant financial field.
- Experience: * Minimum of one (1) year of experience in a Finance/Accounts Officer role.
- Desirable: Experience as the lead finance person in a remote field office or within the NGO sector.
- Professional Qualification: Part-qualified membership of an accounting body (ICAN, ACCA, etc.) is an added advantage.
- Technical Skills: * Working knowledge of professional accounting software (e.g., PS Financials, SAP, or similar).
- High proficiency in Microsoft Excel.
- Competencies: Strong analytical skills, the ability to prioritize multiple tasks under pressure, and excellent interpersonal communication.
