PROJECT OVERVIEW

​This project is a direct response to the UNICEF–Republic of Korea partnership priority to intensify routine immunization and outbreak response in countries with the highest zero-dose burden. Aligned with Nigeria’s National Immunization Strategy and the Immunization Agenda 2030 (IA2030), the initiative focuses on reaching under-immunized children through targeted service delivery, community engagement, and health systems strengthening.

​Key interventions include expanding fixed and outreach immunization services, establishing robust defaulter-tracking systems, and implementing Periodic Intensification of Routine Immunization (PIRI). In Bauchi, Bayelsa, Kebbi, and Ondo, the project specifically incorporates Malaria Vaccine Intensification efforts for children under five.

THE OPPORTUNITY

​We are seeking qualified State Consultants to lead end-to-end programme implementation and performance management. You will serve as the strategic lead in your assigned state, translating national health priorities into measurable local impact.

KEY RESPONSIBILITIES

1. Technical Leadership & Field Implementation

  • Programme Execution: Lead field implementation of all activities in line with the project strategy and work plan.
  • Service Expansion: Ensure the expansion of fixed and outreach services and the establishment of functional defaulter-tracking systems at the ward level.
  • Capacity Building: Plan and coordinate training for project and government staff; provide ongoing mentoring to healthcare providers and community partners.
  • Malaria Vaccine Intensification: (Bauchi, Bayelsa, Kebbi, Ondo) Support the rollout, scale-up, and integration of malaria vaccines into routine platforms.

2. Data Governance & Performance Management

  • M&E Support: Manage state-level data systems and dashboards. Candidates must have an intermediate understanding of Power BI to interpret data for decision-making.
  • Secondary Data Collection: Supervise the collection of key immunization indicators in collaboration with SPHCDA/B, SMoH, and UNICEF teams.
  • Stakeholder Data Liaison: Interact with government and UNICEF M&E leads to harmonize data activities and report on progress, achievements, and lessons learned.

3. Stakeholder Engagement & Advocacy

  • Coordination: Represent CHAN and its partners in Technical Working Groups (TWGs) and high-level coordination meetings with government agencies and MDAs.
  • Community Demand: Mobilize community structures to address behavioral barriers and improve equitable access to vaccines.
  • Relationship Management: Establish strong working relationships with fragile communities, NGOs, donors, and youth-led organizations.

CANDIDATE PROFILE

  • Education: * Bachelor’s Degree in Medicine, Nursing, Public Health, or Social Sciences.
    • ​A Master’s degree in Public Health or an Epidemiology-related field is highly advantageous.
  • Experience:
    • ​Minimum of 5 years of professional experience in a complex NGO environment.
    • ​Specific expertise in Routine Immunization, SIAs, and Zero-Dose programming.
    • ​Proven experience working in fragile, conflict-affected, or cross-border settings.
  • Technical Skillset:
    • ​Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Power BI.
    • ​Knowledge of vaccine supply chain management and primary health care service delivery.
  • Soft Skills: Excellent analytical, interpersonal, decision-making, advocacy, and communication skills. Fluency in written and spoken English.

EXPECTED PROJECT OUTCOMES (KPIs)

  • ​Increased immunization coverage (Penta3, MCV1).
  • ​Documented reduction in zero-dose and under-immunized children.
  • ​Functioning defaulter-tracking systems and improved PIRI performance.
  • ​Increased malaria vaccine uptake in priority states.
