THE PURPOSE
The Digital Health Senior Technical Officer is a high-level role designed to bridge the gap between innovative technology and public health impact. You will lead the design, conceptualization, and implementation of digital solutions targeted at malaria surveillance, program efficiency, and evidence-based decision-making.
This position is critical for digitizing health interventions, ensuring system compatibility, and building the technical capacity of national and sub-national government stakeholders to manage the future of community-based health platforms.
KEY ACCOUNTABILITIES
1. Digital Health Architecture & Implementation (70%)
- Assessment: Design and execute digital health needs assessments and appraise health system readiness for innovative solutions.
- Platform Management: Lead refinements to existing digital platforms, manage hardware specifications, and oversee software maintenance for health digitization.
- Capacity Building: Develop training materials and content (particularly for DHIS2) and provide in-person and remote technical assistance to government stakeholders.
- Integration & Sustainability: Lead the integration of digital platforms with national health systems and establish local server hosting solutions to ensure long-term scalability.
- Analytics: Collaborate with M&E specialists to incorporate community-level indicators and develop advanced dashboard analytics for real-time visualization.
2. Management & Coordination (20%)
- Technical Liaison: Proactively source and coordinate input from Ministry of Health experts, donors, and technical partners.
- Contractor Oversight: Oversee and manage external contractors and data officers required for platform refinements or system integrations.
- Operational Planning: Support project budgeting, implementation strategies, and lead bid analysis to identify optimum digital products and procurement routes.
3. Strategic Representation (10%)
- Government Ownership: Strengthen government ownership of digital programming and provide technical leadership in system administration.
- Advocacy: Participate in national digital health coordination meetings and working groups to ensure Malaria Consortium’s technical leadership is represented.
PERSON SPECIFICATION
- Education: Master’s Degree in Information Systems, Computer Science, Health Informatics, or a related field.
- Technical Expertise (Essential):
- Proficiency in coding: XML, SQL, HTML, and PHP.
- Advanced knowledge of DHIS2 (Configuration, Management, and Analytics).
- Experience developing Android applications and complex digital data collection forms.
- Expertise in system administration, hardware management, and dashboard development.
- Experience:
- Proven track record implementing digital health solutions within the Nigerian health system.
- Experience in capacity building for government actors, NGOs, and community-level structures.
- Understanding of Nigerian community health systems and national health structures.
- Desirable: Familiarity with CommCare, geo-spatial intelligence tools (GIS), and server setup/management.
