Strong monitoring, evaluation, and learning systems are essential to defeating malaria and neglected tropical diseases. High-quality data enables governments and partners to make informed decisions, strengthen health systems, and reach the most vulnerable populations. This role is critical to ensuring malaria interventions are guided by evidence and aligned with state priorities. By translating data into action, the State MEL Officer directly contributes to Nigeria’s progress toward malaria elimination.
Job Summary
The State MEL Officer will provide technical leadership for monitoring, evaluation, learning, and health systems strengthening activities under the PMI REACH Malaria project. The role supports state-level malaria programs through data generation, analysis, and use for planning, performance monitoring, and decision-making. The successful candidate will work closely with state institutions to strengthen surveillance systems and build sustainable capacity.
Key Responsibilities
Monitoring, Evaluation, and Learning
- Lead planning and implementation of state- and LGA-level M&E activities for malaria and NTD programs.
- Develop and implement state M&E and health systems strengthening plans in collaboration with project leadership.
- Coordinate implementation of PMI REACH Malaria M&E plans and track progress against agreed indicators and targets.
- Establish and strengthen data flow from health facilities to DHIS2, ensuring accuracy and timeliness.
- Support routine data analysis, triangulation, and use of HMIS, LMIS, and surveillance data for decision-making.
Data Quality and Systems Strengthening
- Support data quality assessments, audits, and review meetings at state and LGA levels.
- Train and mentor health workers on HMIS tools, reporting registers, and data use.
- Monitor service quality at supported health facilities and provide feedback for improvement.
Capacity Building and Use of Evidence
- Build capacity of SMEP and LGA officers in data management, analysis, and evidence-based planning.
- Support annual operational planning and monitoring of implementation and budget performance.
- Generate HRH analytics to inform workforce deployment and management decisions.
Stakeholder Engagement and Policy Support
- Collaborate with state health agencies and partners to integrate malaria priorities into state plans and budgets.
- Support partners to track malaria program performance toward elimination goals.
- Contribute evidence to technical working groups and state-level decision forums.
Required Skills and Qualifications
- Bachelor’s degree with at least five years of progressive experience in M&E of health programs, OR a postgraduate degree in social sciences, statistics, epidemiology, or a related field with at least three years of relevant experience.
- Minimum of three years’ experience working on malaria programs in Nigeria.
- Demonstrated experience developing M&E plans and using health data for health systems strengthening.
- Strong knowledge of Nigeria’s health information systems, including DHIS2.
- Experience with data quality audits, review meetings, and performance monitoring.
- Familiarity with donor-funded program reporting systems is an advantage.
- Excellent data analysis, reporting, facilitation, and presentation skills.
- Strong communication, problem-solving, and teamwork abilities.
