ROLE OVERVIEW
Under the direct supervision of the Programme Officer for Common External Tariff (CET) and Trade Safeguard Measures, the Programme Assistant provides essential technical and administrative support to the Principal Programme Officer for Tariff & Customs Procedures. The incumbent plays a key role in ensuring the smooth operational flow of the Division, assisting professional staff in the execution of customs-related projects and administrative mandates.
KEY ROLES & RESPONSIBILITIES
- Technical Support: Provide direct support to the Tariff & Customs Procedures Division in the implementation of trade safeguard measures and CET protocols.
- Documentation & Archiving: Manage the systematic filing and proper archiving of administrative and technical documents using relevant ECM systems.
- Meeting Coordination: Assist in the preparation, management, and record-keeping of technical meetings of the Directorate.
- Reporting & Drafting: Prepare periodic status reports, briefs, minutes of meetings, speeches, and official correspondence for review by the Principal Programme Officer.
- Liaison: Facilitate correspondence and follow-ups between the Division and other directorates within the Commission; act as a liaison between professional staff and the Office Manager.
- Logistics: Monitor and fulfill the material needs of the directorate and provide secretarial support as required.
ACADEMIC QUALIFICATIONS AND EXPERIENCE
- Education: Minimum Brevet de Technicien (BT), Ordinary National Diploma (OND), or equivalent in the Arts, Humanities, or Social Sciences.
- Experience: Minimum of five (5) years of progressively responsible experience in programme/project administration or technical cooperation.
- Sector Knowledge: Demonstrated exposure to a substantive field of work, specifically within a customs environment.
- Administrative Skills: Proven ability to organize data to facilitate the work of Programme Officers; knowledge of internal processes, budgeting, and project implementation.
CORE COMPETENCIES
- Technical Proficiency: Advanced use of office software (spreadsheets, word processing) and Information Communication Technologies (ICT).
- Communication: Fluency in oral and written expressions in one official ECOWAS language (English, French, or Portuguese). Knowledge of a second language is an advantage.
- Teamwork & Initiative: Ability to work as part of a diverse team to resolve concerns and take initiative on routine tasks using sound judgment.

- Organizational Skills: Excellent ability to break down work into smaller parts, prioritize tasks, and meet strict deadlines.
