ROLE OVERVIEW

​Under the direct supervision of the Principal Officer, Disbursement, the Accountant (Regularization) is responsible for coordinating and executing programs aimed at the precise management of the Commission’s internal and external payment processes. The primary focus of this role is the systematic regularization of advances and the maintenance of rigorous financial accuracy across the general ledger.

KEY ROLES & RESPONSIBILITIES

  • Reconciliation & Accuracy: Reconcile bank statements with the General Ledger (GL); investigate variances and reconcile Accounts Payable (AP) and Receivable (AR) aging.
  • Financial Auditing: Audit transactions to identify and correct data errors; review prepaid expenses, accruals, and other balance sheet accounts.
  • Tax & Compliance: Prepare and file tax returns (VAT, Sales Tax, TDS, etc.), resolve tax notices, and ensure adherence to internal controls to prevent financial security breaches.
  • Reporting: Assist in the execution of monthly and annual closing procedures; publish accurate financial statements (P&L, Balance Sheet).
  • Audit Support: Provide accurate documentation and support for both internal and external audit cycles.
  • System Management: Ensure optimal utilization and updates of accounting software (e.g., SAP, Tally, QuickBooks) and identify opportunities to streamline financial operations.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • Education: Bachelor’s degree (or equivalent) in Accounting, Banking & Finance, Economics, Finance, or Management from a recognized University.
  • Experience: Minimum of five (5) years of progressively responsible experience in finance, administration, or budget management.
  • Technical Competence: In-depth knowledge of cash management practices, pension fund practices, and financial statement consolidation for international auditing standards.
  • Operational Knowledge: Practical experience with various payment systems and banking terminology.

  • Analytical Thinking: Ability to study data from diverse sources, identify anomalies, and present findings with sound use of graphics and tables.
  • Leadership: Ability to lead junior staff and trainees, fostering a spirit of teamwork while respecting the formal chain of command.
  • Client Service: Strong interpersonal skills to keep stakeholders informed of progress or setbacks while maintaining professional credibility.
  • Diversity & Inclusion: Ability to work effectively in a multicultural environment, incorporating gender perspectives and showing sensitivity to group differences within the West African region.
  • Communication: Fluency in one official ECOWAS language (English, French, or Portuguese). Proficiency in a second language is an advantage.
