RATIONALE & ROLE OVERVIEW
Social and Behavioral Change Communication (SBCC) is critical to the success of SMC interventions. It ensures community sensitization, knowledge improvement, and, crucially, adherence to the 3-day course of SMC medicines (SPAQ).
Malaria Consortium is seeking expert SBCC Consultants to provide technical assistance and oversight to State Malaria Elimination Programs (SMEP). The overall goal is to foster desirable behaviors at the household level to enhance the acceptance and uptake of SMC during the 2026 campaign and beyond.
SCOPE OF WORK
The Consultants will serve as focal points for all demand-creation activities, supporting state structures through a combination of physical and virtual technical assistance. Key tasks include:
- Material Adaptation: Produce and adapt context-specific demand creation and advocacy materials.
- Advocacy & Engagement: Develop and lead advocacy plans at community, ward, LGA, and State levels.
- Capacity Building: Facilitate State-level Training of Trainers (ToT) for SBCC-related personnel.
- Personnel Oversight: Guide LGA teams in selecting and training community-level personnel (Town Announcers, Lead Mothers, Community Leaders).
- Media Management: Develop media plans, monitor TV/Radio spots, and participate in media chats/flag-off ceremonies.
- Influencer Mapping: Identify and engage state SMC Ambassadors, religious leaders, and other key influencers.
- Reporting: Monitor airtime and community mobilization, populating shared templates and preparing comprehensive consultancy reports.
EXPECTED OUTPUTS & DELIVERABLES
- SBCC Campaign Workplan: Detailed roadmap for the implementation period.
- Adapted Materials: Demand creation materials tailored to the state context.
- Advocacy & Media Plans: Strategic documents for stakeholder and media engagement.
- Weekly Updates: Progress reports to the State SPM and National Project Manager.
- Final Consultancy Report: Comprehensive analysis of tasks, challenges, and outcomes using the MC standard template.
CONSULTANT SPECIFICATIONS
- Education: Minimum of a First Degree in Social Sciences or a related field.
- Experience: * At least 5 years post-graduation experience in behavior change campaigns.
- Proven field experience in SMC, LLINs, or Polio immunization campaigns.
- Specific knowledge of demand creation issues related to SPAQ distribution.
- Experience working with National or State Ministries of Health (MOH/SMEP) is preferred.
- Technical Skills: * Expert knowledge of malaria prevention, diagnosis, and treatment.
- Excellent technical writing, presentation, and facilitation skills.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Core Competencies: * Ability to work under pressure in a fast-paced environment with tight deadlines.
- Strong relationship-building skills with government and community stakeholders.
- Flexibility to manage significant workloads independently or as part of a team.
