POSITION OVERVIEW

​We are seeking a data-driven and highly analytical State Campaign M&E Officer to serve as the focal point for all Research, Monitoring, Evaluation, Accountability, and Learning (MEAL) activities. This role is central to the success of the ITN Campaign and PF-SMC projects, ensuring that high-quality data is available for timely programmatic decision-making. You will strengthen the Health Management Information System (HMIS) through rigorous data validation, quality assurance (DQA), and supportive supervision.

KEY RESPONSIBILITIES

1. Technical M&E & Data Management (50%)

  • Focal Point: Lead all monitoring and evaluation work for the state, ensuring data accuracy and timely reporting.
  • Database Management: Adapt and maintain high-quality project databases in line with regional standards (DHIS2, Excel, etc.).
  • Quality Assurance: Conduct Data Quality Audits (DQA) and sentinel site monitoring before, during, and after mass drug administration rounds.
  • Performance Reporting: Routinely monitor project performance against targets and prepare briefings, summaries, and technical papers for stakeholders.

2. Knowledge Management & Learning (20%)

  • Reflection Sessions: Support learning-to-action events to systematically analyze data for programmatic improvement.
  • Documentation: Gather and share best practices, developing learning briefs and project bulletins for the country office and government partners.

3. Accountability & Program Management (20%)

  • Beneficiary Feedback: Implement and manage feedback channels to incorporate community preferences into program design.
  • Supervision: Conduct regular monitoring visits to supported health facilities, closing identified gaps through detailed action plans.

4. Representation (10%)

  • Liaison: Coordinate with technical counterparts in the State Ministry of Health and participate in quarterly Principal Recipient and Sub-recipient review meetings.

CANDIDATE SPECIFICATIONS

Education & Experience

  • Degree: University degree in Statistics, Demography, Mathematics, or a related quantitative discipline.
  • Experience: Minimum of 5 years of professional experience in M&E, preferably within community-based health interventions.
  • Technical Savvy: Proven experience managing HMIS and CLMS is highly desirable.
  • Research Skills: Demonstrated experience in survey design, implementation, and quantitative data analysis.

Essential Skills

  • Software: Advanced proficiency in DHIS2, Excel, and statistical packages such as STATA, SPSS, or Epi Info.
  • Communication: Excellent writing and presentation skills in English; ability to interpret strategic visions into operational models.
  • Personal Attributes: Attentive to detail, highly organized, and able to meet tight deadlines in a fast-paced environment.

​The State Campaign M&E Officer is the “Data Architect” of the malaria intervention. To secure this role, you must demonstrate that you can bridge the gap between field-level data and high-level strategic analysis.
