POSITION OVERVIEW
Nigeria is currently navigating a complex landscape of concurrent public health emergencies, including Lassa fever, Cholera, Diphtheria, and Mpox, compounded by climate-related floods. We are seeking a high-caliber National Public Health Emergency Consultant to provide technical and operational leadership in preparedness, response, and resilience.
Working under the supervision of the Health Specialist (PHE), you will be the technical engine behind national coordination, real-time epidemiological intelligence, and multisectoral planning to protect Nigeria’s most vulnerable populations.
CORE RESPONSIBILITIES
1. National Coordination & Technical Leadership
- Strategic Engagement: Actively participate in NCDC-led Emergency Operations Centers (EOCs), State PHEOCs, and inter-agency platforms.
- Planning: Lead the development of Incident Action Plans (IAPs), contingency plans, and state-specific response strategies for priority outbreaks.
- Risk Mapping: Conduct hotspot mapping and multi-hazard risk assessments for vaccine-preventable diseases and climate crises.
2. Epidemiological Intelligence & Monitoring
- Surveillance: Strengthen early warning mechanisms and develop data visualization dashboards for real-time outbreak monitoring.
- Reporting: Lead the production of weekly situation reports (SitReps), epidemiological summaries, and operational briefs for UNICEF leadership.
- Analysis: Perform rapid risk analysis and after-action reviews to document lessons learned and improve future responses.
3. Operational Support & Resilience
- Supply Chain: Support the forecasting, procurement, and prepositioning of critical emergency medical supplies.
- PHC Continuity: Ensure the continuity of essential health and immunization services during active emergencies.
- Platform Management: Oversee the National PHE Community of Practice Platform.
KEY DELIVERABLES
- Weekly national SitReps covering major outbreaks and climate emergencies.
- Monthly multi-hazard risk assessments and hotspot analyses.
- Quarterly integrated emergency response performance reports and gap analyses.
- Updated Emergency Preparedness and Response (EPR) dashboards.
CANDIDATE SPECIFICATIONS
Education
- Advanced Degree (Master’s or equivalent): Epidemiology, Public Health, Global Health, Emergency Management, or a related field.
Work Experience
- Minimum 5 years: Progressively responsible experience in public health emergency preparedness, outbreak coordination, or humanitarian health.
- Outbreak Expertise: Demonstrated experience responding to Lassa fever, cholera, meningitis, diphtheria, or mpox in Nigeria.
- Liaison: Strong experience with EOC/PHEOC systems and engagement with government institutions (NCDC, SMoH).
- Skills: Expert-level data analysis, dashboard development (PowerBI/Tableau/Excel), and high-level technical writing.
Travel & Flexibility
- Mobility: Willingness to travel frequently to high-burden states at short notice.
- Pressure: Proven ability to manage multiple concurrent emergencies under significant pressure.
