POSITION OVERVIEW

LPF is seeking a seasoned Safety and Security Officer to lead our protective operations across the BAY states. Reporting directly to the Country Director, you will be the primary architect of LPF’s security framework. Your mission is to ensure that LPF personnel, properties, and programs are insulated from threats through rigorous risk assessment, real-time environmental analysis, and the implementation of robust security protocols.

KEY RESPONSIBILITIES

1. Security Management & Prevention

  • Risk Assessment: Conduct comprehensive security risk evaluations for all operational locations and develop risk reduction measures.
  • Protocol Development: Create and update Standard Operating Procedures (SOPs) for personal movement, transport, telecommunications, and asset protection.
  • Staff Safety: Coordinate with HR/Admin to ensure field staff are aware of health risks, security protocols, and emergency medical procedures.
  • Premises Protection: Supervise the safeguarding of office and residential premises (locks, lighting, alarms, and fire equipment).

2. Environment Analysis & Intelligence

  • Situational Monitoring: Monitor political, social, economic, and military trends to identify emerging security threats.
  • Liaison & Coordination: Represent LPF at the INGO Forum and coordinate with UNDSS, military formations, and local security actors to gather actionable intelligence.
  • Mission Clearance: Manage and authorize security clearances for staff traveling to field locations.

3. Crisis Reaction & Recovery

  • Contingency Planning: Develop and train staff on incident management, relocation, and emergency evacuation plans.
  • Post-Incident Care: Ensure administrative structures are in place for post-incident counseling and operational continuity.
  • Continuity of Operations: Manage arrangements for alternate worksites and remote-control systems during crises.

CANDIDATE SPECIFICATIONS

Education & Experience

  • Background: 3–5 years of professional experience in humanitarian aid, specifically in safety and security roles.
  • Technical Skills: High proficiency in information technology, telecommunications, and developing information-related technical guidelines.
  • Legal Knowledge: Understanding of Humanitarian Law, Human Rights, and Refugee Law.

Core Competencies

  • Resilience: Proven ability to operate effectively under extreme stress and high-security risks.
  • Communication: Exceptional written and oral skills; ability to negotiate with military and state actors.
  • Analysis: Strong strategic planning, assessment, and evaluation skills.
  • Integrity: Commitment to LPF core values and humanitarian principles.

METHOD OF APPLICATION

Qualified candidates are encouraged to apply as soon as possible, as applications are reviewed on a rolling basis.

LPF is an equal opportunity employer. We do not charge any fee at any stage of the recruitment process.

Success Blueprint: LPF Safety and Security Officer

The Safety and Security Officer role in the BAY states is not just about “guards and gates”—it is about humanitarian access. To succeed in this recruitment, you must demonstrate your ability to enable programs to reach vulnerable populations safely.

1. Highlight Your “Contextual Awareness”

Borno, Adamawa, and Yobe (the BAY states) have a specific and fluid security dynamic.

  • The Strategy: In your CV, don’t just say you “monitored security.” Be specific about your experience with UNDSS coordination, INGO Forum intelligence sharing, and dealing with local military commanders.
  • Success Factor: Show that you can analyze a social or military trend and turn it into a recommendation for the Country Director.

2. Focus on “SOP Development”

LPF is looking for someone who can write the “playbook” for safety.

  • The Task: You must develop protocols for personal movement, transport, and telecommunications.
  • Pro-Tip: If you have experience drafting Evacuation Plans or Hibernation Protocols for high-risk areas like Monguno, Dikwa, or Gwoza, highlight this as a “Hero Achievement.”

3. The “Mainstreaming” Concept

Safety and security should not be an afterthought; it must be integrated into budget and design.

  • Technical Depth: Mention your experience in reviewing Project Proposal Budgets to ensure security costs (MOSS compliance, telecoms, guards) are correctly factored in.
  • Leadership: Discuss how you build a “Security Culture” where staff feel responsible for their own safety rather than just following rules.

4. Resilience and Adaptability

The job description explicitly mentions “harsh living conditions” and “extreme circumstances.”

  • Interviewer Mindset: They want to know you won’t burn out. Provide examples of when you stayed calm and made critical decisions during an active incident or a rapid relocation.

5. Final Application Checklist

  • [ ] Technical Skills: Do you have experience with radio communications (VHF/HF) or satellite phones? List them.
  • [ ] Keywords: Include “Risk Mitigation,” “Standard Operating Procedures (SOPs),” “Mission Clearance,” and “Crisis Management.”
  • [ ] Rolling Basis: LPF reserves the right to close the ad early. Apply today.

You are the shield that allows the humanitarian mission to move forward. Apply with authority.
