THE STRATEGIC CONTEXT

​The IRC is seeking a visionary Supply Chain Manager to lead and implement the logistics, procurement, and asset management framework in Gaza. In a high-stakes humanitarian environment, the success of our programs depends on a seamless supply chain. You will be accountable for the design, planning, and monitoring of all activities, ensuring that life-saving supplies reach their destination in compliance with IRC and donor regulations.

GENERAL PURPOSE OF THE POSITION

​You will act as the primary technical lead for procurement, logistics, inventory management, and fleet operations. Your goal is to ensure partner satisfaction through service-oriented practices while continuously improving the technical capacity of the Supply Chain team.

KEY RESPONSIBILITIES

1. Strategic Supply Chain Planning

  • Market Analysis: Supervise supply markets, conduct surveys, and develop robust sourcing strategies.
  • Coordination: Represent IRC in logistics clusters (OCHA, Health Logistics sub-cluster) and advocate for safe access of supplies.
  • Planning: Develop procurement, warehousing, and distribution plans in close collaboration with Program Coordinators.

2. Procurement & Contract Management

  • Digital Procurement: Process approved requests through Integra (IRC’s procurement software), ensuring data accuracy and value for money.
  • Tendering: Organize and lead tender meetings, evaluations, and supplier negotiations.
  • Compliance: Implement IRC procurement SOPs and ensure accurate tracking of supplier files and bid analysis.

3. Inventory, Assets & Fleet

  • Specialized Storage: Identify and manage suitable warehouses for drug storage, Cold Chain, and Buffer Stock.
  • Asset Control: Roll out asset policies and implement the Commodity Tracking System (CTS).
  • Fleet Oversight: Monitor fuel consumption, driver assignments, and ensure the fleet’s legal status (insurance, licenses) is up-to-date.

4. Leadership & Compliance

  • Ethics: Implement due diligence (ATC checks) and identify procurement “red flags” to mitigate risk.
  • Team Management: Set KPIs, conduct performance reviews, and deliver training for both supply chain and non-supply chain staff.

CANDIDATE SPECIFICATIONS

Education & Experience

  • Degree: Master’s degree in Business Administration, Finance, Economics, or Supply Chain Management (Preferred).
  • Experience: Minimum of 4 years in procurement/logistics, preferably within the humanitarian sector in Gaza.
  • Certification: Recognizable certification (CIPS or equivalent) is highly desirable.

Demonstrated Competencies

  • Matrix Leadership: Ability to work effectively across different organizational units and cultures.
  • Financial Mastery: Strong budgeting and financial management skills.
  • Technical Skills: Broad knowledge of market analysis, vehicle fleet management, and inventory tracking.
