POSITION OVERVIEW

We are seeking a highly motivated and technically proficient WASH State Facilitator to provide field technical support for the implementation of Neglected Tropical Diseases (NTD) activities and Sanitation/Hygiene programs across Rivers and Bayelsa States. This role focuses on the integration of WASH strategies with NTD prevention, specifically focusing on Mass Administration of Medicine (MAM) and achieving Open Defecation Free (ODF) status in targeted communities.

KEY RESPONSIBILITIES

1. Technical Support & Integration

  • Strategic Integration: Facilitate the integration of WASH activities into State Primary Health Care and MOH strategies for NTD prevention.
  • Capacity Building: Strengthen State and LGA teams (including RUWASSA) to plan and implement WASH/NTD programs.
  • CLTS Implementation: Provide technical assistance for Community-Led Total Sanitation (CLTS) to drive sanitation uptake and ODF certification.

2. Monitoring, Evaluation & Supply Chain

  • Field Supervision: Conduct regular supportive supervision and end-use monitoring of WASH and NTD supplies.
  • Data Management: Track progress using disaggregated indicators, ensuring a functional M&E system across WASHIMs, CDS, and project templates.
  • Fund Tracking: Monitor the availability and utilization of state funds for NTD activities.

3. Advocacy & Knowledge Management

  • Stakeholder Coordination: Maintain information flow between government stakeholders, RUWASSA, and health boards.
  • Documentation: Produce human interest stories, case studies, and documentaries to support evidence-based advocacy and shared learning.

KEY DELIVERABLES

  • Certification of at least 1 ODF LGA and 100 ODF communities per state.
  • Facilitation of monthly planning and review meetings.
  • Documentation of 3 knowledge products (case studies/stories) per state annually.
  • Training of state/LGA officers on supply chain management and water safety planning.

CANDIDATE SPECIFICATIONS

Education

  • University Degree or HND in Civil/Environmental Engineering, Public Health, Water & Sanitation, Development Studies, or a related field.

Experience & Skills

  • Relevant Experience: Minimum of 5 years in programme planning and implementation, preferably in the Nigerian water and sanitation sector.
  • Technical Savvy: Proficient in data processing and computer software.
  • Stakeholder Management: Proven ability to work effectively with government structures and local communities.
  • Language: Fluency in English is required; knowledge of local languages in Rivers or Bayelsa is a strong advantage.

Subject Line: WASH State Facilitator – Rivers

Note: This position involves travel between the WASH/NTD integrating states and within various LGAs.

Success Blueprint: WASH State Facilitator

The WASH State Facilitator role is a technical-heavy position that requires a unique blend of engineering, public health, and social advocacy skills. To stand out, focus your application on these three pillars:

1. The “WASH + NTD” Integration

The core of this project is the integration of Water, Sanitation, and Hygiene with Neglected Tropical Diseases (like Schistosomiasis or Soil-Transmitted Helminths).

  • The Strategy: In your CV, don’t just talk about building toilets. Talk about how sanitation prevents disease. Mention your experience with Mass Administration of Medicine (MAM) and how WASH infrastructure supports health outcomes.
  • Keywords: “MAM integration,” “Disease prevention,” “Water safety planning.”

2. CLS and the Path to ODF

The primary KPI for this role is certifying 100 ODF communities.

  • The Task: You need to show you can move communities from “Open Defecation” to “Open Defecation Free.”
  • Pro-Tip: Specifically highlight your experience with Community-Led Total Sanitation (CLTS). If you have successfully led an LGA to ODF status in the past, make this the “Hero Achievement” of your resume.

3. Knowledge Management & Storytelling

This role requires you to produce “Human Interest Stories” and “Case Studies.”

  • The Requirement: The supervisor wants to see that you can document progress, not just process.
  • Success Factor: Mention any experience you have in project documentation, report writing, or photography for development. Showing that you can turn data into a compelling narrative for advocacy is a major differentiator.

4. Navigating RUWASSA and Government Structures

You will be working with State RUWASSAs and Ministries of Health.

  • Soft Skills: Highlight your ability to manage “Third-Party” expectations while providing technical oversight to government staff. Emphasize your experience in Capacity Building and training government officers.

5. Final Application Checklist

  • [ ] Email Subject: Did you use “WASH State Facilitator – Rivers”?
  • [ ] Local Context: Mention your familiarity with the geography of Rivers and Bayelsa States.
  • [ ] Data Proficiency: Highlight your skills in WASHIMs or other data processing tools.
  • [ ] UNICEF Values: As this role has oversight from a UNICEF field office, align your cover letter with values of integrity and drive for results.

You are the catalyst for a cleaner, healthier Nigeria. Apply with impact.
