Financial Stewardship and Compliance: Finance and Administration Manager at Lutheran World Relief
Lead High-Impact Project Operations on the TRACE Cocoa Ecosystem Project in Nigeria

Our work in Nigeria, particularly through our Traceability and Resilience in Agriculture and Cocoa Ecosystems (TRACE) Project, is driving vital change in food security, agricultural value chains, and climate adaptation for smallholder farmers.
We are seeking a highly experienced, detail-oriented Finance and Administration Manager to take the lead on financial oversight, compliance, and administrative functions for this large-scale USDA-funded project.
Location: Ikom, Cross River State Employment Type: Full-time
The Strategic Role: Finance and Administration Manager
Based in Ikom, Cross River State, you will be the primary financial and administrative leader for the TRACE project site. This position requires meticulous attention to detail and extensive knowledge of complex international grant regulations.
Your primary function is to lead the finance and administration team to ensure quality monitoring, management, and reporting on all USDA project funds. This means every financial and administrative transaction must strictly comply with:

Terms and conditions of the donor (USDA/US Government).

US Government rules and regulations (especially 2 CFR 200).

Local Nigerian tax laws and regulations.

Corus International’s internal policies and procedures.
Key Areas of Leadership and Oversight
This senior role is both a compliance gatekeeper and a strategic operational manager:
1. Financial Management & Compliance

Budgeting: Support the development of annual, activity, and partner budgets, ensuring costs are reasonable, allowable, and allocable.

Audit Readiness: Establish robust cost and financial fiscal controls and ensure all records are maintained at an “audit ready” standard.

Reporting: Prepare timely fund requests, financial reports, and manage all internal and external audit procedures.

Sub-Recipient Management: Oversee and provide technical support for sub-recipient financial monitoring, compliance review, and report submission.

Tax Compliance: Ensure all tax-related issues are correctly addressed and payments are made when due.
2. Administration & Operational Oversight

Procurement: Oversee the procurement of goods and services at the site, ensuring strict adherence to LWR policy and donor regulations.

Asset Management: Ensure property inventories are accurate and reflect the status of all LWR assets at the site.

HR Support: Oversee monthly payroll functions and ensure administrative formalities are in order for expatriate staff.

Office Management: Ensure sub-office leases are current and all administrative functions run smoothly.
3. Team Supervision and Capacity Building

Provide technical and day-to-day supervision to the site-based Finance Assistant and Administration Officer.

Serve as a mentor, conducting performance planning, annual evaluations, and identifying key areas for staff development.
Who We Are Looking For (Mandatory Requirements)
This is a senior-level position requiring deep expertise in managing US Government-funded projects:

Education: A Graduate Degree (BAC + 4, or higher) in Accounting, Finance, and/or Business Administration. Formal accounting certification is required.

Experience: 5–8 years of demonstrated experience in financial management and administration of development projects.

USG Expertise: At least 2 years of experience managing large US government-funded projects (budgets over $15 million is highly desirable).

Compliance Knowledge: Extensive, proven knowledge of US Government policies, procedures, procurement practices, rules, regulations, and reporting requirements, particularly the OMB Guidance for Grants and Agreements (2 CFR 200).

Technical Skills: Strong working knowledge and experience with accounting software packages and related report writing modules.

Mobility: Ability to travel to project sites within Nigeria (at least 25% of the time).
