Job Summary
The Monitoring & Evaluation (M&E) Officer will coordinate all M&E activities at the state level, ensuring accurate data collection, analysis, reporting, and utilization. The role supports evidence-based decision-making and strengthens program performance through effective data systems and reporting structures.
Key Responsibilities
Monitoring & Evaluation Systems
- Develop and implement robust qualitative and quantitative M&E systems
- Ensure proper tracking of program inputs, outputs, outcomes, and impact indicators
- Strengthen and maintain site-level data management systems
Data Management & Reporting
- Coordinate data collection, collation, analysis, and dissemination of HIV/AIDS program reports
- Ensure timely submission of high-quality reports to the country office
- Manage and update databases, including OpenMRS, DHIS, and other reporting tools
- Ensure compliance with approved data flow systems and reporting timelines
Program Support & Improvement
- Support program teams in using data for decision-making and performance improvement
- Contribute to program design, assessments, and evaluations
- Ensure correct use of M&E tools across sites and outposts
Capacity Building & Supervision
- Mentor facility staff and community-based organizations (CBOs) on data quality and reporting
- Support training programs and capacity development initiatives
- Conduct data quality assessments and ensure adherence to SOPs
Additional Duties
- Perform any other tasks assigned by the supervisor
Requirements
Education & Experience
- Bachelor’s Degree in Statistics, Medical Demography, or related field
- Master’s degree or professional certification in M&E is an added advantage
- Minimum of 4 years’ experience in M&E for international development or public health programs
- Proven experience in designing and managing M&E systems
Technical Expertise
- Strong knowledge of data analysis tools (SPSS, STATA, Epi-Info)
- Experience with OpenMRS, DHIS, and database systems
- Solid understanding of evaluation methodologies (qualitative, quantitative, mixed methods)
- Experience in survey design, data collection, and performance monitoring
