POSITION OVERVIEW

Nigeria continues to face high maternal and child mortality rates, often driven by sub-optimal Quality of Care (QoC) at the Primary Health Care level. In response, the MCGL IHP project is seeking a high-level Capacity Builder to support the State Ministries of Health in Ebonyi, FCT, and Kebbi. You will lead the implementation of the National RMNCAEH+N Quality of Care strategy, focusing on establishing State Quality Improvement (QI) teams and embedding a culture of data-driven, continuous improvement to save the lives of women and newborns.

CORE RESPONSIBILITIES

  • Strategy Implementation: Build the capacity of state teams on the integrated RMNCAEH+N Quality of Care strategy.
  • Structural Development: Support the establishment, inauguration, and functionality of QoC/QI structures at both State and LGA levels.
  • Data Empowerment: Train state teams on the use of Quality of Care dashboards and promote data-driven decision-making.
  • Technical Alignment: Review and align state-level data collection tools with national QoC documentation requirements.
  • Stakeholder Engagement: Actively participate in Technical Working Groups (TWGs) and ensure regular submission of QoC data from all implementing sites.

CANDIDATE SPECIFICATIONS

Education & Experience

  • Primary Degree: Medical Degree (MBBS), Nursing/Midwifery, or Pharmacy.
  • Advanced Degree: Master’s Degree (MPH/MSc) is mandatory; a PhD or Post-graduate degree in Obstetrics and Gynecology is highly desirable.
  • Professional Track Record: Minimum of 8 years of relevant experience in RMNCH programming.
  • Consultancy Experience: At least 7 years of providing high-level consultancy services to local or international organizations.
  • Government Liaison: Proven experience working directly with Federal and State Ministries of Health (FMoH/SMoH).

Skills & Desirable Assets

  • Research & Publication: A track record of publications in maternal and newborn health, specifically regarding Quality of Care, is a major advantage.
  • Technical Proficiency: Expert knowledge of MS Office and data visualization tools/dashboards.
  • Professionalism: Exceptional interpersonal skills, ability to lead multi-disciplinary teams, and capacity to work under intense pressure to meet mortality reduction targets.

METHOD OF APPLICATION

Interested and qualified candidates should apply via the Jhpiego global careers portal.

Jhpiego is an affirmative action/equal opportunity employer.

Success Blueprint: Capacity Builder (QoC)

The Capacity Builder for Quality of Care (QoC) is a “prestige” consultancy. Jhpiego is not just looking for a trainer; they are looking for a systems architect who can institutionalize Quality Improvement (QI) within the Nigerian government framework.

1. Highlight the “QI” Methodology

The project focuses on the Quality Improvement (QI) cycle.

  • The Strategy: Your application should demonstrate your familiarity with QI methodologies such as PDSA (Plan-Do-Study-Act) cycles, “Root Cause Analysis,” and “Fishbone Diagrams.”
  • Pro-Tip: If you have successfully established a “Quality Improvement Team” in a hospital or LGA that led to a measurable drop in neonatal sepsis or maternal hemorrhage, make this your lead success story.

2. Focus on “Dashboard” Literacy

A key responsibility is “training teams on dashboard use.”

  • The Context: Jhpiego uses data to find gaps. Mention your ability to interpret complex RMNCAEH+N data and translate it into actionable strategies for facility managers.
  • Keywords: “Data-driven decision making,” “Continuity of care,” “Clinical audits,” and “Performance monitoring.”

3. Leverage the “VASA” Context

The job description mentions the 2019 Verbal and Social Autopsy (VASA) study.

  • Action: Show that you have read the room. In your cover letter, reference the VASA findings—specifically the need to address neonatal deaths occurring within the first seven days of life due to sepsis and intrapartum injuries. This shows you are aligned with the project’s evidence base.

4. Demonstrate “FMoH/SMoH” Diplomacy

Consultants in this role act as technical advisors to the State Ministry of Health.

  • Success Factor: You must show “Government Liaison” experience. Highlight your past roles in supporting Technical Working Groups (TWGs) or drafting National/State health policies.
  • Tone: Maintain a highly professional, academic, and authoritative tone in your writing.

5. Publications and Academic Rigor

The advert lists publications and a Postgraduate degree in OB/GYN as desirable.

  • Strategy: If you have published any research on maternal health or Quality of Care, list them clearly at the end of your CV or in your profile summary. This differentiates you from “generalist” public health practitioners.

6. Final Application Checklist

  • [ ] Degrees: Ensure your MBBS/Nursing degree AND your Master’s/MPH are clearly stated.
  • [ ] Experience Count: Do you have the mandatory 8 years of experience and 7 years of consultancy history?
  • [ ] Technical Skills: Are you proficient in Excel and data systems? (Essential for the “Dashboard” training).
  • [ ] Location Readiness: Be prepared to discuss your strategy for all three locations: Abuja, Ebonyi, and Kebbi.

You are the catalyst for health system transformation. Apply with technical authority.
