Job Summary
The Supply Specialist (NOC) is responsible for leading complex supply chain operations, including strategic procurement, contracting, and emergency logistics. You will serve as a technical advisor to the government and program teams, ensuring that every humanitarian dollar spent achieves maximum value for children across Nigeria.
Key Responsibilities
Strategic Supply Chain Management
- Procurement Strategy: Lead category management initiatives and develop long-term agreements (LTAs) for essential goods and services, ensuring ethical standards and cost-efficiency.
- Service Delivery: Oversee the end-to-end flow of supplies—from international customs clearance to local warehousing and final-mile distribution.
- Performance Analytics: Utilize supply dashboards to perform root-cause analysis on bottlenecks, driving continuous improvement in delivery rates and operational transparency.
- Emergency Preparedness: Design and implement robust logistics strategies for humanitarian crises, ensuring stocks are prepositioned and staff are trained in line with the Core Commitments for Children.
Technical Leadership & Team Management
- Team Development: Supervise and mentor the supply team, fostering a culture of continuous learning and high performance through active coaching and capacity building.
- Internal Controls: Maintain strict oversight of the integrity of all transactions, ensuring that internal controls are rigorously applied throughout the entire supply chain.
- Infrastructure Management: In coordination with senior leadership, manage the operational capacity of the country office, including staffing structures and the contracting of third-party logistics providers.
Partnership & Advisory Support
- Government Collaboration: Provide high-level advisory support to national systems to strengthen local supply chains, private sector engagement, and local market development.
- Program Integration: Work alongside health, education, and protection sectors to align supply interventions with programmatic goals and donor requirements.
- Innovation & Markets: Identify and pilot innovative products and supply chain solutions, promoting critical thinking and “best-fit” technologies for the Nigerian context.
Candidate Requirements
- Educational Foundation: * An Advanced University Degree (Master’s) in Supply Chain Management, Logistics, Business Administration, Economics, International Development, or a related field.
- OR a Bachelor’s Degree combined with a valid professional certification (e.g., CIPS) and additional years of experience.
- Professional Experience: A minimum of five years of progressively responsible experience in supply chain, procurement, or logistics at both national and international levels.
- Sector Expertise: Proven understanding of the humanitarian/development nexus. Experience in health supply chain management or emergency response is highly advantageous.
- Linguistic Skills: Full professional fluency in English is required.
- Technical Competency: Strong ability to manage complex contracts, oversee multi-million dollar procurement budgets, and lead diverse teams in high-pressure environments.
