Job Summary

Plan International Nigeria is seeking an experienced and dedicated Supply Chain & Logistics Manager to oversee the entire logistics pipeline for our Maiduguri office and surrounding field sites. This strategic role is responsible for the end-to-end management of procurement, warehousing, fleet management, and asset disposal, ensuring absolute compliance with organizational standards and major donor regulations to maintain programmatic efficiency and fiscal integrity.

Supply Chain Expertise Mastery of full procurement cycle, warehousing best practices, and international logistics principles (INCOTERMS).
Compliance & Audit Proven track record of managing high-volume supply chains subject to strict donor regulations (e.g., USAID, EU, FCDO) and preparing for external audits.
Team Leadership Ability to lead, mentor, and manage a diverse logistics team, setting clear performance objectives and fostering professional development.
Strategic Planning Skill in financial forecasting, budget management related to logistics, and developing strategic operational plans for complex emergencies.
Software Proficiency Advanced proficiency in supply chain management software (e.g., ERP systems) and data analysis tools (Excel).

Key Responsibilities and Deliverables

The Manager will provide strategic leadership and operational guidance to the logistics unit in Maiduguri.

1. Strategic Procurement Management

  • Lead and manage the entire procurement cycle (local, national, and international), ensuring all acquisitions are completed with transparency, efficiency, and adherence to Plan International’s procurement policy and the principle of best value for money.
  • Conduct supplier relationship management, negotiate contracts, and manage framework agreements to secure reliable and cost-effective supply lines.
  • Ensure timely delivery of program inputs and materials to operational sites, minimizing delays that could impact aid delivery to beneficiaries.

2. Asset and Inventory Stewardship

  • Establish and maintain a rigorous fixed asset management system, overseeing inventory controls, tagging, tracking, and physical verification processes across the program footprint.
  • Manage the disposal of obsolete or redundant assets (including facilitating auctions) in a transparent manner that maximizes recovery value and strictly adheres to organizational and regulatory guidelines.
  • Oversee warehouse and stock management protocols, ensuring optimal storage conditions, accurate stock records, and appropriate distribution processes.

3. Fleet and Operations

  • Manage the organizational vehicle fleet, ensuring efficient allocation, regular maintenance, and compliance with safety and security standards to support all field movements.
  • Oversee all administrative logistics, including facility maintenance, security coordination for supply movements, and customs clearance processes where applicable.

4. Compliance, Reporting, and Learning

  • Act as the final quality control point for all logistics documentation, ensuring audit-readiness at all times.
  • Prepare and submit accurate, comprehensive monthly and quarterly logistics reports for management and donors, highlighting key performance indicators (KPIs) and potential bottlenecks.
  • Provide ongoing training and technical support to non-logistics staff and partners on procurement, warehousing, and asset protocols to strengthen overall organizational capacity.

Professional Qualifications and Experience

Education

  • A Bachelor’s Degree or equivalent qualification in Logistics, Supply Chain Management, Business Administration, or a related quantitative field. Professional certification (e.g., CIPS, CSCP) is highly desirable.

Experience

  • A minimum of five (5) years of progressive professional experience in Logistics and Supply Chain Management.
  • At least three (3) years of experience specifically within a managerial or supervisory capacity in the NGO/humanitarian sector, preferably in Nigeria.
  • Extensive working knowledge of international donor compliance requirements (including institutional donors like EU, FCDO, UN agencies).

Skills & Attributes

  • Demonstrated experience managing complex asset disposal processes and ensuring transparent value recovery.
  • High proficiency in using computerized accounting/ERP systems for supply chain management.
  • Proven ability to work autonomously, demonstrate high integrity, and adapt quickly to changing operational contexts in volatile areas.
