- The candidate will have overall oversight of the monitoring, evaluation, and learning activities of RAN projects in line with donor requirements and the guidelines of the Federal Ministry of Health, Nigeria. S/he will provide capacity building and technical MEAL leadership for all program areas. The STA-MEAL will lead in developing comprehensive strategies, MEAL approaches, and tools for the design and implementation of monitoring of the activities’ technical components. This will include development of benchmarking and research measures, as well as related indicators, and participation in the development of programs/projects work plans. S/he will work closely with the Chief Executive Officer (CEO) and technical staff to ensure that the data collected are used to inform program design, adaptation, and decision-making.
Key responsibilities include:
- Lead the development and implementation of the project monitoring, evaluation, accountability and learning plan, and technical strategies for strengthening routine and ad hoc information systems and data use for learning and decision making.
- Lead project activities to facilitate the capture and use of relevant knowledge and evidence to guide project strategy, support adaptive management and continuous improvement, and advance learning.
- Oversee project knowledge management, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research.
- Lead the development and tracking of MEAL plans.
- Institute routine data reviews as part of an adaptive management process including analyzing, interpreting, and presenting data to project management and technical leads.
- Work closely with the Director of Programs and project team to ensure compatibility and coordination within the theory of change and MEAL framework and consistency with national and donor requirements.
- Strengthen the MEAL system, building the capacity of partners and staff, and improving alignment and support to the Federal Ministry of Health MEAL systems.
- Provide technical assistance and coordination with various government and development partners to improve and utilize existing systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
- Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
- Play a key role in the development of routine project reports and support visualization-based products that support formative collaborative learning and decision-making.
- Oversee the development and dissemination of usefully formatted information on successful and promising approaches, lessons learned and other program results to program partners, donors, government and other key stakeholders.
- Play a key role in the design and analysis of operations research and grant and proposal writing as a core member of the team.
- Ensure that cross-cutting issues (gender, protection, accountability to the affected population, do-no-harm, community participation, disability, etc.) are well integrated into all MEAL tools.
- Ensure accountability to beneficiaries by overseeing the feedback and complaints response mechanism (FCRM) through rolled-out SOPs.
- Introduce, pilot, and institutionalize electronic data collection mechanisms.
- Remain informed of current issues regarding monitoring and evaluation of programs in relevant fields by review of current literature; is alert to any implication of such research for project and program activities.
- Conduct routine supervisory, monitoring and DQA visits to project states.
- Perform any other legitimate duties as may be assigned by the Director of Programs/Chief Executive Officer from time to time.
EDUCATION
- A University degree in medicine, Social Sciences or related fields. Master’s in public health will be added advantage.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
- Up to 7 years’ experience in Program/MEAL system
- Experience with digital data collection tools, and digital health devices.
- Strong analytical, problem-solving, and communication skills.
- Skill in proposal/protocol development.
- Skill in manuscript writing.
- Ability to take initiatives.
- Must be willing to travel when the need arises
