Family Health International (FHI 360) is seeking a highly experienced and strategic Monitoring, Evaluation, and Learning (MEL) Director to lead the MEL system for the Lagos Outcomes Fund for Education (2026–2029).

This pioneering Outcomes-Based Financing (ObF) program aims to reach 200,000 vulnerable learners in Lagos. This is a senior, full-time position based in Lagos, contingent upon award.

1. The Role: Driving Program Success Through Data Integrity

The MEL Director will lead the design, implementation, and rigorous oversight of all monitoring and evaluation activities. This position is central to the project’s success, as the achievement of M&E targets directly influences payment disbursement under the outcomes-based model.

Core Leadership Focus:

  • Outcomes-Based Financing (ObF): Leading the MEL strategy and refinement to ensure strict alignment with the program’s theory of change, logframe, and payment metrics.
  • Data Systems: Operationalizing digital data platforms and dashboards to support real-time performance tracking, adaptive management, and transparent reporting to government stakeholders.
  • Verification Management: Collaborating closely with a third-party evaluator to manage verification, spot checks, and data audits, ensuring absolute data quality and credibility.
  • Capacity Building: Leading MEL capacity strengthening initiatives for the program team, implementing partners, and government counterparts (LASUBEB).

2. Mandatory Qualifications and Expertise

Candidates must demonstrate deep, progressively responsible experience in large-scale education M&E, particularly within performance-driven environments.

  • Senior Experience: Minimum of 12+ years of progressively responsible experience in MEL leadership roles on large-scale education programs in low- and middle-income countries, preferably with significant experience in Nigeria or West Africa.
  • Specialized Expertise: Demonstrated professional experience in Outcomes-Based Financing (ObF), Payment-by-Results (PBR), or performance-based contracting.
  • Technical Proficiency: Advanced degree (Master’s or higher) in Evaluation, Statistics, Education, or a related field. Proven expertise in quantitative and qualitative evaluation methods, including pre-post testing and the use of tools like EGRA/EGMA.
  • Local Systems: Strong familiarity with Nigeria’s education data systems, EMIS frameworks, and national learning assessment policies.
  • Stakeholder Engagement: Excellent communication skills with a track record of working collaboratively with government agencies (LASUBEB), donors, and implementing partners.
