Job Summary
The Senior Consultant will provide high-level strategic and operational support for the Education Outcomes Fund (EOF) in Lagos State. The role focuses on guiding implementation, coordinating stakeholders, and ensuring milestones are achieved from programme launch through scale-up. The consultant will also support sustainability planning and evidence integration into public education systems.
Key Responsibilities

Provide strategic oversight of EOF implementation, ensuring timelines, milestones, and risks are effectively managed.

Develop monitoring tools, including milestone trackers, risk registers, and performance summaries.

Facilitate governance meetings with government partners, evaluators, and grantees, supported by technical briefing materials.

Lead structured engagement with LASUBEB, LGAs, and federal stakeholders through regular coordination meetings.

Design and deliver technical workshops on governance, evaluation, and long-term sustainability.

Conduct site visits to validate progress, assess risks, and engage local stakeholders.

Produce analytical reports on education policy trends, financing opportunities, and programme positioning.

Co-create sustainability and scale-up strategies for future EOF phases in Nigeria.

Support programme visibility through reports, briefs, and digital content.

Provide ongoing advisory support to address implementation challenges and improve delivery quality.
Required Skills and Qualifications

Bachelor’s degree in Education, International Development, Social Sciences, Project Management, or a related field.

Master’s degree is an advantage.

Minimum of 10 years’ experience managing complex development or education programmes.

Proven experience working with Nigerian state or federal government institutions.

Strong stakeholder engagement and facilitation skills at senior levels.

Excellent analytical, writing, and reporting abilities.

Fluency in English is required.

Knowledge of outcomes-based financing is an advantage.

Proficiency in Yoruba and Nigerian Pidgin is highly desirable.
