Purpose of the job
The Senior Account and Finance Officer will support the Finance Manager in ensuring the accurate and timely registration of financial transactions, preparation of financial reports, and maintenance of financial information systems. The role will also involve supervising and training cluster account officers, ensuring compliance with financial regulations, and providing support during audits.
Duties and Responsibilities
- Assist in the preparation of timely and accurate internal and external financial reports, including monthly and annual financial statements.
- Ensure compliance with all Tax regulations, and prompt remittance of all classes of deducted Tax based on their respective due date to the tax authorities.
- Ensure timely remittance of taxes, pension contributions, and other statutory deductions.
- Verify the accounting (description, accounting codes, analytical codes, monthly exchange rate, etc.) of financial transactions.
- Ensure accurate and timely registration of financial transactions in the accounting system.
- Maintain accurate financial records in line with USAID regulations and organizational policies.
- Ensure compliance with USAID financial regulations (e.g., 2 CFR 200), organizational policies, and donor agreements.
- Monitor budget performance (approved state implementation Plan (SIP) of the cluster and ensure expenditures align with approved SIP limits
- Review financial reports and expenditures of sub-recipients to ensure compliance with USAID guidelines and track retirement into the current account of sub-recipients.
- Maintain well-organized financial documentation for audits and compliance reviews.
- Review of the bank reconciliation from the cluster offices
- Processing payment due to vendors, cluster disbursements for SIPs and obligations
- Review of balance sheet specifications across all balance sheet GLs and present schedule to the Finance Manager
- Participant in the month-end closure exercise
- Supervise and train cluster account officers to ensure proper recording of financial transactions.
- Build the capacities of finance team members in his or her reporting line through effective performance management and KPI development.
- Support the Finance Manager during project audits and statutory audits.
- Ensure monthly bank reconciliation of all country bank accounts.
- Assist in the preparation of journal entries, account reconciliations, and other accounting tasks.
- Collaborate with HR on payroll accounting-related matters.
- Supports regional and state offices improve the quality of the financial administration
- Assists procurement processes and work closely with the procurement team to ensure proper financial documentation for vendor payments.
- Prepare monthly bank reconciliation
- Perform other tasks assigned by the Finance Manager and Director of Finance and Operations
Skills and Qualification
- Bachelor’s or Master’s degree in Accounting, Finance, Business Administration or related field.
- Professional certification in accounting (e.g., ACA, ACCA, CIMA).
- At least 5 years of experience in accounting and finance, preferably in an NGO or international organization.
- Strong knowledge of financial regulations, accounting standards, and financial reporting requirements.
- Excellent analytical, communication, and interpersonal skills.
- Ability to work under pressure and meet deadlines.
- Integrity and transparency are essential for this position.
