General Objective
The Protection Officer, reporting directly to the Protection Supervisor, will serve as the technical anchor for integrating and mainstreaming critical protection principles across all sectors of PUI’s multi-sectoral programming (including Health, Nutrition, and FSL).
This highly impactful role is responsible for ensuring that all interventions are designed and implemented to uphold the dignity, safety, and rights of the affected populations, rigorously minimizing risks of harm and maximizing the meaningful engagement of vulnerable groups, particularly women, children, the elderly, and persons with disabilities (PWD). The Officer will develop, implement, and monitor specialized protection activities, guaranteeing strict compliance with work plans, donor regulations, and PUI’s core policies.
Key Responsibilities and Tasks
The Protection Officer will manage community outreach, capacity building, and essential protection activities to enhance service access and PUI’s community acceptance.
I. Activities Implementation & Protection Mainstreaming
- Training and Capacity Building: Conduct specialized, high-quality training and workshops for Community Outreach Workers (COWs) on core protection themes, including Child Protection (CP), Gender-Based Violence (GBV), protection mainstreaming, and the critical importance of protection data confidentiality.
- Sectoral Integration: Implement targeted training sessions for Health and Nutrition staff on protection mainstreaming, social cohesion, and methodologies for incorporating protection principles into their daily clinical and field work.
- Program Design Input: Support effective community engagement and feedback mechanisms to ensure community input directly shapes program activities and design.
- Vulnerability Inclusion: Develop and execute concrete strategies to promote the inclusivity and physical accessibility of services for marginalized individuals, including women, children, the elderly, and PWDs.
- Risk Mitigation: Collaborate intensively with program teams to proactively identify and address potential protection risks inherent in or resulting from project activities.
- Information Dissemination: Develop relevant Key Messages and IEC (Information, Education, and Communication) materials and oversee their effective dissemination within the community to increase knowledge and access to rights and services.
II. Case Management and Referral Pathways
- Case Identification: Ensure the systematic identification of protection cases, urgent cases, and cases involving vulnerable individuals.
- Referral and Follow-up: Execute timely and safe internal/external referrals for identified protection cases to the appropriate PUI sectors (Health, FSL, Nutrition) or external service providers, ensuring consistent follow-up until closure.
- Data Collection & Analysis: Collect, rigorously analyze, and safely store all identified protection cases and referral data, ensuring confidentiality protocols are strictly followed.
III. Team Management and Supervision
- Direct Supervision: Directly supervise Community Outreach Workers (COWs), ensuring timely implementation of their activities and adherence to work plans and targets.
- Coordination: Coordinate the work schedule of COWs, track progress toward targets, and manage the frequency of data submission.
- Mentorship: Ensure COWs are fully informed and understand the referral system, available services, and the scope of activities to be implemented under the project framework.
- Monitoring: Conduct routine field visits to monitor the quality and effectiveness of COWs’ activities, collecting continuous feedback for program improvement.
IV. Reporting, Data, and Compliance
- Data Management: Collect, analyze, store in a dedicated database, and report all information received from COWs (household surveys, FGDs, awareness sessions, etc.).
- M&E Collaboration: Work in close partnership with the Monitoring and Evaluation (M&E) team to develop robust indicators and tools for monitoring protection outcomes across all integrated programs.
- Documentation: Document and report on all training sessions, including participant feedback.
- Logistic Support: Report material and tool needs to the line manager and ensure the proper functioning and daily charging of field equipment (e.g., tablets).
V. External Representation and Coordination
- Stakeholder Engagement: Build and sustain professional and collaborative relationships with external partners, community leaders (especially Bulamas), community committees, and other key stakeholders.
- Representation: Professionally represent PUI at all times and locations when on duty.
- Harmonization: Ensure effective coordination with all PUI staff and external stakeholders concerning community intervention activities to guarantee service harmonization.
Candidate Profile
This role requires a dedicated, ethical, and experienced professional with a deep commitment to humanitarian principles and protection standards.
Requirements
- Education: A Bachelor’s Degree qualification in Law, Social Work, Psychology, Sociology, International Relations, or a related field is required.
- Experience: 2 to 5 years of professional work experience, with proven experience in implementing protection programs, social work, community mobilization, or protection mainstreaming within a humanitarian/NGO setting.
- Protection Expertise: Strong technical knowledge of core protection principles (GBV, CP, PSEA) and global standards such as IASC Guidelines on Protection in Humanitarian Action.
- Training Skills: Demonstrated ability to develop curriculum and conduct engaging capacity-building workshops for field and technical staff.
- Communication: Excellent interpersonal, communication, and representation skills for effective coordination with partners and community leaders.
