VACANCY ANNOUNCEMENT – MEDICAL TEAM LEADER SUPPORT
Médecins Sans Frontières-Holland in Nigeria Limited by Guarantee is an international, private, non-governmental, non-profit humanitarian organization. Main objective and responsibility of the position
Supporting the Medical Team Leader through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the project, according to MSF protocols, (para) medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.
General Accountabilities:
- Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to pre-set schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
- Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects.
- Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes.
- Supporting and supervising the project teams and participating in the management of the medical team (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project.
- Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager.
- Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan.
- Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing data archiving and medical reports in the project.
- Performing other duties at the request MTL (exceptional strengthening of a field team, involvement in evaluations, etc.).
Context Specific Accountabilities:
- Participate in the Monitoring, supervising and evaluating the implementation of medical activities (Physiotherapy, Laboratory & WatSan) in the project, according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, tracking leaves etc.).
- In collaboration with the Mission laboratory manager, support and supervise the laboratory supervisor in the implementation, monitoring and evaluation of laboratory services, to ensure laboratory staff provides timely, and reliable laboratory results that guide proper patient management.
- Monitor consumption and use of laboratory reagents and equipment respectively, and ensure that the supply of material and reagents is adequate to prevent stock-outs and the laboratory has the equipment and material needed.
- Support and supervise the implementation of physiotherapy activities, to ensure a high standard of clinical care to noma patients.
- Oversee support the WatSan Supervisor in the implementation and monitoring of WatSan activities in the project.
- Manage the roster for the staff under his/her responsibility, ensuring they are in accordance with the MSF internal regulations.
- Flexible to accept any other unforeseen tasks as instructed by the line manager and/or as required by the project.
- Assist the MTL in gathering, verifying, and analyzing data for the Monthly Monitoring Report (MMR), ensuring accuracy, completeness, and timely submission. Collaborate with the team to resolve discrepancies and provide insights to improve project performance.
- Regularly review and ensure the accuracy of DHIS data, address gaps or inconsistencies, and generate reports to assess project progress. Work closely with the Data Supervisor to align data with project goals and reporting standards.
- Act as the MTL’s representative in internal and external meetings, effectively communicating project updates and challenges. Take detailed notes, follow up on action items, and maintain professionalism while ensuring alignment with project objectives.
Reporting:
- Compile and Prepare weekly SitReps, Monthly medical report from the units under his/her responsibility according to the epi calendar and submit to the MTL within the timeline.
Meetings:
- Actively participate in project medical meetings and other departmental discussions, contributing to the continuous quality improvement of MSF activities.
- Represent MSF with MoH and other medical stakeholders when delegated by the MTL.
Project management:
- Support of medical team by gap-filling temporarily a member of the medical team (MD, MAM) when needed.
- Participate in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context.
REQUIREMENTS (QUALIFICATIONS):
- Education: Essential Medical Doctor Diploma; Desirable Tropical Medicine/Public Health.
- Experience: 2-year experience minimum as a Medical Doctor, previous experience at MSF or other NGOs desirable.
- Languages: Excellent command of English, Proficiency in the local language is an advantage.
- Knowledge: Essential computer literacy (word, excel and internet).
- Competencies: People Management and Development, Commitment to MSF Principles, Behavioural Flexibility, Results and Quality Orientation, Teamwork and Cooperation.
