Job Summary

The NFI Officer is responsible for the end-to-end planning, coordination, and execution of essential household item distributions across Adamawa State. You will lead field assessments to identify resource gaps and manage the rigorous verification and distribution processes that ensure aid is delivered fairly, safely, and in full compliance with humanitarian principles.

Core Responsibilities

Strategic Planning & Assessment

  • Needs Identification: Conduct comprehensive field assessments and community consultations to identify critical gaps in NFI availability among vulnerable populations.
  • Operational Planning: Design and implement daily work plans for field activities, ensuring that distribution schedules are efficient and responsive to local needs.
  • Stakeholder Coordination: Actively engage with community leaders, local authorities, and inter-agency partners to harmonize aid delivery and avoid duplication of efforts.

Distribution & Logistics Management

  • Targeting & Verification: Oversee the fair selection, registration, and verification of beneficiaries to ensure that aid reaches the most marginalized households.
  • Distribution Oversight: Manage the physical distribution of NFI kits, maintaining order and ensuring that the process respects the dignity and safety of all recipients.
  • Documentation Excellence: Maintain a rigorous audit trail of all activities, including distribution manifests, waybills, and inventory stock reports.

Quality, Compliance & Reporting

  • Inter-departmental Synergy: Collaborate closely with Logistics, MEAL (Monitoring, Evaluation, Accountability, and Learning), and Protection teams to ensure aid delivery is inclusive and accountable.
  • Standards Adherence: Ensure all NFI operations comply with HARAF internal policies, donor mandates, and international Sphere Standards.
  • Impact Analysis: Support post-distribution monitoring (PDM) to evaluate the effectiveness of the aid and collect vital community feedback for future improvement.
  • Analytical Reporting: Compile high-quality daily, weekly, and monthly reports that accurately reflect field progress and challenges.

Candidate Profile: Qualifications & Experience

  • Academic Background: A University Degree in Social Sciences, Development Studies, Logistics, or a related field.
  • Professional History: 3 to 5 years of substantive experience in NFI management or humanitarian field programming.
  • Emergency Expertise: Proven experience operating within emergency or displacement settings (IDP camps or host communities) is highly advantageous.
  • Technical Knowledge: A solid grasp of Humanitarian Principles and a working knowledge of Sphere Standards.
  • Language Skills: Professional fluency in English is required; the ability to communicate in local languages of the Northeast is essential.
