Job Summary

Action Against Hunger is seeking a strategic and technically proficient MEAL Manager to lead the coordination, development, and execution of the Monitoring, Evaluation, Accountability, and Learning framework for the EU FPI RECAP consortium project. The successful candidate will ensure that the MEAL system is fully compliant with organizational guidelines, generates high-quality, timely data, and actively promotes a culture of learning and adaptive management among all consortium partners.

MEAL System Design Proven expertise in developing, organizing, and implementing complex MEAL strategies and comprehensive M&E Plans (MEPs).
Advanced Analysis Proficiency in quantitative and qualitative data analysis, using statistical software (e.g., SPSS, SPHINX) and advanced Excel functionality.
Capacity Building Demonstrated skill in planning and facilitating technical training workshops for diverse field teams and external partners.
Research & Learning Ability to lead research activities, design Terms of Reference (ToRs) for assessments, and institutionalize best practices and knowledge sharing.
Data Collection Technology Deep familiarity and hands-on experience with mobile data collection platforms (ODK, KoboToolbox, etc.) and participatory methodologies.

Key Responsibilities and Deliverables

The MEAL Manager will provide technical leadership, coordination, and quality assurance across all aspects of the program’s learning cycle.

1. Strategic MEAL System Leadership and Quality Assurance

  • Coordinate the definition and harmonization of the consortium’s MEAL strategy and system, ensuring full compliance with Action Against Hunger’s Minimum Requirements for MEAL.
  • Oversee the design, improvement, and standardization of all MEAL tools to streamline data collection, activity monitoring, and the capitalization of programmatic achievements.
  • Plan and coordinate all MEAL activities throughout the project lifecycle, promoting a smooth, consistent flow of information between all consortium members.
  • Manage and oversee the project’s beneficiary feedback and complaints mechanisms (Accountability to Affected Populations – AAP) and produce consolidated monthly and quarterly AAP reports.

2. Research, Assessment, and Data Management

  • Develop and finalize high-quality Terms of Reference (ToRs) for all MEAL activities, including assessments, evaluations, and special studies.
  • Ensure the timely and high-quality execution of all data collection exercises, such as needs assessments, baseline/endline surveys, and Post-Distribution Monitoring (PDM), demonstrating strong leadership in methodological application.
  • Lead the monthly updating and verification of reporting tools (e.g., indicator tracking sheets and dashboards) for the EU FPI project.
  • Coordinate technical capitalization activities, including identifying research topics, consulting with potential research partners, and documenting relevant case studies, good practices, and key lessons learned on a monthly basis.

3. Collaboration, Training, and Learning

  • Organize and lead regular information, consultation, and training sessions on MEAL methodologies, tools, and best practices for the consortium’s field teams and partners.
  • Actively facilitate the consortium’s learning framework by organizing learning workshops, cross-visits, and discussion forums to promote inter-project knowledge sharing.
  • Coordinate participatory processes (involving partners and stakeholders) to identify critical research-action and learning priorities at the country level.
  • Conduct regular consultation meetings with Programme Managers (PMs) and Technical Advisers to ensure technical quality indicators for projects are appropriately applied and monitored.

Professional Qualifications and Experience

Education & Technical Expertise

  • Required Degree in Economics, Statistics, Project Management, Public Health, International Development, Demography, or a closely related quantitative field.
  • Minimum of three (3) years of dedicated MEAL experience within humanitarian or development projects, including at least one (1) year in a supervisory or managerial role.
  • Proven ability to design and implement robust MEAL tools and frameworks, including developing and applying participatory fieldwork methodologies.

Key Experience

  • Strong familiarity with Project Cycle Management (PCM) and demonstrable experience in community development programming, with a preference for experience in food security, economic recovery, or cash transfer interventions.
  • Expertise in leading research strategies and establishing “communities of practice” or knowledge-sharing initiatives.
  • High proficiency in quantitative data analysis software (e.g., SPSS, SPHINX) and expert use of MS Excel and mobile data collection platforms.
