Monitoring and Evaluation Officer

In the mission to expand Sexual and Reproductive Health and Rights (SRHR), data is the compass that guides every life-saving decision. As the Monitoring and Evaluation (M&E) Officer for the SHIFT Project in Adamawa State, you will be the guardian of project integrity, transforming raw numbers into narratives of impact. By ensuring that every service provided and every youth reached is accurately documented, you enable Planned Parenthood Federation of Nigeria (PPFN) to refine its strategies, satisfy donor accountability, and ultimately reach those in the most neglected communities with essential care.

Job Summary

The Monitoring and Evaluation Officer is responsible for the technical oversight of the SHIFT Project’s data ecosystem in Adamawa. Your primary goal is to implement robust M&E frameworks that track project progress from the clinic level to the donor report. You will provide the evidence-based insights necessary for results-based management, ensuring that our interventions are not only active but effective.

Key Responsibilities

Strategic Monitoring & Data Quality

  • Spearhead the implementation of comprehensive M&E plans, frameworks, and specialized tools tailored for the SHIFT Project’s objectives.
  • Conduct frequent, high-rigor field visits across Adamawa State to monitor project activities on the ground and verify data quality at the source.
  • Perform routine data validation and cleaning to ensure the highest standards of accuracy for both quantitative and qualitative datasets.

Analysis & Impact Reporting

  • Analyze complex data from health facilities and community outreaches to identify emerging trends, success stories, and implementation gaps.
  • Lead the preparation of timely, high-quality reports that communicate project outputs, outcomes, and long-term impact to internal management and international donors.
  • Ensure all reporting remains strictly compliant with donor-specific standards and organizational transparency policies.

Capacity Building & Collaboration

  • Design and deliver training sessions to mentor field staff and health providers on standardized data collection methods and M&E best practices.
  • Facilitate harmonized data practices by collaborating closely with government health officials, local partners, and facility managers.
  • Support project-wide research initiatives, baseline surveys, and mid-term evaluations to inform future programming.

What You Bring (Qualifications & Skills)

  • Academic Foundation: A Bachelor’s degree in Public Health, Statistics, Social Sciences, or a related field. A Master’s degree in a relevant discipline is highly desirable.
  • Professional Experience: At least 5 years of progressive experience in M&E, with a strong preference for candidates who have worked on donor-funded SRHR, family planning, or youth-focused programs.
  • Technical Mastery: Advanced proficiency in data management and statistical software, including DHIS2, Excel, SPSS, or Stata.
  • Sector Expertise: A deep understanding of Nigeria’s health systems, SRHR policies, and international development frameworks.
  • Soft Skills: Exceptional report-writing abilities, sharp attention to detail, and the cultural fluency to work effectively in field-based settings within Adamawa.
  • Language: Fluency in English is required; proficiency in local languages spoken in Adamawa is a significant advantage.
