Job Summary

We are seeking a data-driven professional to coordinate all Monitoring and Evaluation (M&E) activities for the Global Fund GC7 Project. The successful candidate will oversee the integrity of community-based TB/HIV integrated services, leading a team of data collectors to ensure that active case finding targets are met and that every programmatic decision is backed by rigorous evidence.

Key Responsibilities

Strategic M&E Coordination & Implementation

  • Project Alignment: Integrate robust M&E components into the planning and design of community activities, ensuring all data collection efforts directly contribute to the Global Fund’s overarching success.
  • Integrated Service Support: Facilitate and monitor the implementation of community-based TB/HIV services, ensuring seamless delivery across all project sites.
  • Active Case Finding: Drive strategies for community-level case detection to ensure the project meets and exceeds its health intervention targets.
  • Framework Development: Lead the creation and refinement of logical frameworks, results matrices, and performance indicators to track project health.

Data Management & Quality Assurance

  • System Oversight: Maintain and optimize a comprehensive M&E system that streamlines data collection, analysis, and reporting through modern technology.
  • Data Integrity: Supervise regular Data Quality Assessments (DQA) and implement immediate corrective actions to resolve discrepancies or inefficiencies.
  • Technological Innovation: Identify and deploy appropriate digital tools and software to enhance the accuracy and speed of field reporting.
  • Ethical Standards: Guarantee strict adherence to data protection protocols, ensuring the confidentiality and security of sensitive patient and program information.

Leadership & Capacity Building

  • Team Supervision: Direct a team of implementation state data collectors, providing consistent mentorship, guidance, and performance support.
  • Skill Development: Conduct intensive training sessions for field staff on modern M&E principles, data analysis, and advanced reporting techniques.
  • Culture of Excellence: Promote a results-oriented and collaborative team environment focused on continuous improvement and evidence-based action.

Reporting & Stakeholder Engagement

  • Evidence-Based Reporting: Prepare and present detailed M&E findings to internal management, donors, and government partners, highlighting lessons learned and strategic recommendations.
  • Strategic Collaboration: Maintain open communication channels with the State Technical Officer and external partners to ensure all monitoring activities align with project goals.
  • Evaluation Management: Plan and execute rigorous program evaluations, utilizing findings to make data-backed recommendations for program enhancement.

Candidate Qualifications & Experience

  • Educational Background: A Bachelor’s Degree in Statistics, Public Health, Demography, Economics, or a related field. Possession of a Master’s degree or an advanced post-graduate certificate in M&E is highly advantageous.
  • Professional Experience: Minimum of 3 years of hands-on M&E experience specifically within public health projects.
  • Technical Expertise: Proven ability to design data collection strategies and tools, with high proficiency in statistical software (e.g., STATA, SPSS, or Advanced MS Excel).
  • Digital Literacy: Practical experience using mobile/digital data collection tools and a strong understanding of Management Information Systems (MIS).
  • Project Life Cycle: Demonstrated success in managing M&E systems from the initial project launch through to closeout.
  • Donor Knowledge: Previous experience with Global Fund (GF) grant implementation is a significant added advantage.
