Human Resource Assistant – Essential Field Support, Monguno Base
A Critical Role in Supporting Frontline Humanitarian Teams
In emergency humanitarian contexts, a functional and well-supported team is the key to effective relief and recovery operations. The Human Resource Assistant provides essential backbone support, managing the administrative and contractual needs of the staff who deliver critical aid to vulnerable populations. This role is vital for maintaining staff welfare, ensuring legal compliance, and allowing our field teams to focus their energies entirely on addressing the fundamental needs of conflict-affected civilians in Monguno.
Job Summary
Under the direct guidance of the HR Officer, the Human Resources Assistant will play a fundamental role in executing all administrative, documentation, and compliance activities for the national staff at the Monguno base. The successful candidate will ensure that all HR records are accurate, up-to-date, and confidential, thereby contributing directly to the efficient functioning and internal governance of our field operations.
Key Responsibilities and Deliverables
The HR Assistant will manage critical aspects of administrative follow-up, staff life-cycle management, and compliance:
1. Administrative Management and Compliance
- File Integrity and Archiving: Guarantee that all physical and electronic HR files for base staff are complete, current, and meticulously organized according to established archiving and filing processes.
- Documentation Preparation: Organize and prepare necessary personnel documents, including contracts, ID cards, and documentation required for social benefits (e.g., medical insurance enrollment).
- Compliance Support: Prepare all necessary HR documentation for internal and external audit and verification visits, ensuring preparedness and procedural compliance.
- Internal Reporting: Systematically record meeting minutes as requested and compile and report any claims or concerns raised by national staff to the direct line manager.
2. Human Resources Life-Cycle Support
- Recruitment Assistance: Assist the HR Officer in coordinating local recruitment efforts, ensuring all necessary documentation is collected and filed, and managing the initial screening and archiving of received resumes.
- Onboarding & Offboarding: Prepare comprehensive documentation for new staff during induction to ensure immediate access to all social cover benefits offered by the organization.
- Performance and Leave Tracking: Maintain strict confidentiality while accurately tracking all staff leave balances and monitoring performance appraisal/evaluation deadlines, informing managers accordingly.
- Database Maintenance: Regularly update and maintain the base’s internal contact lists, the central HR database, and, when required, the organizational charts for the base.
3. Training and Development (Capacity Building)
- Training Logistics: Assist the line manager in identifying potential local training institutions and coordinating the logistical arrangements for planned staff training sessions.
- Documentation: Ensure all training certificates, attendance sheets, and performance appraisal summaries detailing skills improvement needs are properly archived in personnel files and reported to the line manager.
4. Financial and Payroll Support
- Salary Preparation Input: Collect and process monthly requests for salary advances and promptly update the HR database with any necessary changes to staff bank account details for payroll purposes.

Requirements
- Education: A Bachelor’s Degree in Human Resources, Business Administration, or a related field.
- Experience: A minimum of two (2) to four (4) years of demonstrable professional experience in an administrative or Human Resources role, preferably within the NGO or development sector.
