In the global effort to achieve HIV epidemic control, the role of a frontline clinician is indispensable, providing the specialized care and technical expertise necessary to save lives and enhance health outcomes. The ESM Clinician serves as the anchor for high-quality, comprehensive HIV, TB, and non-communicable disease (NCD) services at the facility level, directly contributing to the ambitious UNAIDS 95-95-95 targets. This pivotal role ensures that every patient receives prompt diagnosis, seamless linkage to lifelong treatment, and the advanced clinical management needed to achieve viral suppression and improve their long-term well-being.

Job Summary

We are seeking a highly skilled and dedicated clinical professional to provide technical leadership and direct service delivery within assigned health facilities. The primary purpose of this role is to oversee the seamless integration and high-quality implementation of comprehensive HIV/AIDS, TB/HIV co-infection, and related medical services, ensuring clinical excellence and effective program integration in Ebonyi State.

Key Responsibilities and Deliverables

The ESM Clinician will be responsible for clinical oversight, quality assurance, capacity building, and program coordination:

1. Clinical Service Delivery and Quality Assurance

  • Comprehensive Care Provision: Provide advanced clinical care and technical support for a full range of HIV/AIDS programs, including but not limited to HTS (HIV Testing Services) and case finding, Paediatric and Adult ART (Antiretroviral Therapy), PMTCT (Prevention of Mother-to-Child Transmission), and AHD (Advanced HIV Disease) management.
  • Integrated Service Management: Oversee the successful implementation of fully integrated medical services, specifically ensuring the co-management of HIV, Tuberculosis (TB), and Non-Communicable Diseases (NCDs) at the facility level.
  • Complex Case Management: Take responsibility for the medical management of clients presenting with complicated health histories or advanced clinical conditions, ensuring optimal treatment protocols are followed.
  • 95-95-95 Target Achievement: Drive and monitor the screening, same-day linkage, and enrolment rates for all identified PLHIVs (People Living with HIV), focusing on adult, adolescent, and pediatric clients to achieve the UNAIDS goals.

2. Capacity Building and Mentorship

  • Skill Transfer: Conduct and oversee capacity-building activities, actively transferring specialized knowledge, technology, and clinical skills to local Government of Nigeria staff and facility stakeholders.
  • Program Leadership: Serve as a mentor and clinical supervisor for other ESM and ad-hoc staff within the assigned facility, ensuring all team members adhere to clinical guidelines and best practices.

3. Program Reporting and Coordination

  • Data Integrity: Ensure the timely preparation and submission of accurate, high-quality clinical and program reports on a monthly, quarterly, or as-needed basis to support evidence-based program tracking.
  • Community Linkage: Collaborate effectively with state-level partners to ensure clients diagnosed at the facility are appropriately and effectively linked to ART, retained in continuous care, receive timely viral load monitoring, and achieve viral suppression.
  • Representation: Represent ECEWS at relevant state and local forums concerning TB/HIV prevention, care, and treatment, as directed by the supervisor.

Essential Skills and Qualifications

We seek clinically adept professionals with specialized experience in managing HIV/AIDS and TB programs in resource-limited settings.

Educational and Licensing Requirements

  • Medical Degree: A Doctor of Medicine (MBBS) degree is required, combined with a minimum of one (1) to two (2) years of post-qualification clinical experience, specifically in TB/HIV comprehensive management.
  • Alternative Experience: Highly experienced candidates such as a retired ART Nurse with at least three (3) years of dedicated experience in TB/HIV management will also be considered.
  • Valid License: Must possess a current and valid medical practicing license from the relevant professional regulatory body.
