The Durable Solutions Unit is central to this mission, focusing on the three long-term solutions: Voluntary Repatriation, Local Integration, and Resettlement.
Role Summary: Associate Durable Solutions Officer
The Associate Durable Solutions Officer is a critical field-based role responsible for implementing and monitoring the comprehensive durable solutions strategy in the Yola operation. This Officer will directly engage with forcibly displaced and stateless individuals to assess their needs and determine the most appropriate long-term solution, ensuring they move from dependency to self-reliance.
This position requires a strategic and detail-oriented approach to case management, policy advocacy, and inter-agency coordination to maximize safe and sustainable outcomes for the maximum number of individuals.
Key Duties and Responsibilities
I. Solutions Implementation and Case Management
- Strategy Execution: Implement activities in full accordance with the comprehensive durable solutions strategy, maximizing sustainable outcomes for forcibly displaced and stateless persons.
- Needs Assessment: Directly meet with forcibly displaced and stateless persons to comprehensively assess their durable solutions needs and identify the most appropriate pathway (Repatriation, Local Integration, or Resettlement).
- Resettlement Processing: Conduct in-depth interviews and meticulously prepare Resettlement Referral Forms (RRFs), ensuring strict adherence to the established Resettlement Standard Operating Procedures (SOPs).
- Local Integration Documentation: Interview candidates for local integration and prepare all appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
- Financial Administration: Authorize payments related to durable solutions activities, ensuring transparency and compliance.
II. Policy, Planning, and Monitoring
- Program Planning: Participate in the planning of, and advise on opportunities for, alternative solutions within the available regional and national legal frameworks.
- Strategy Design: Contribute to the designing of national and regional comprehensive durable solutions strategies.
- Monitoring and Improvement: Monitor the ongoing implementation of the durable solutions strategy in Yola and provide evidence-based advice and recommendations for programmatic improvements.
- Interlocutor Engagement: Actively engage national and local interlocutors on complex durable solutions issues to foster supportive policy environments.
III. Analysis, Reporting, and Risk Management
- Data Analysis: Rigorously analyze statistics, trends, and other relevant documents, using the findings to inform durable solutions planning and reporting.
- Reporting: Draft clear, comprehensive, and timely reports on durable solutions activities and progress.
- Risk Management: Support the identification and proactive management of risks and opportunities that impact durable solutions objectives, ensuring all decision-making in the functional area is risk-based. Raise critical risks, issues, and concerns to the supervisor or relevant functional colleagues.
IV. Partnerships and Coordination
- Consultative Processes: Participate in consultative processes internally within UNHCR and externally with a broad range of regional and national partners to strategically promote voluntary repatriation, local integration, and resettlement opportunities.
Minimum Qualifications and Experience
This role requires a blend of legal, social, and political understanding to navigate complex durable solutions pathways.
Education and Experience
- Required Education: An Undergraduate degree (Bachelor’s), Graduate degree (Master’s), or Doctorate degree in a relevant field.
- Required Experience:
- Undergraduate Degree: Minimum 3 years of relevant professional experience.
- Graduate Degree: Minimum 2 years of relevant professional experience.
- Doctorate Degree: Minimum 1 year of relevant professional experience.
- Field(s) of Education: Political Science; Social Science; Law/International Law; Economics; International Relations; or other relevant field.
