Job Summary

The M&E Officer is responsible for leading the design and execution of monitoring, evaluation, and learning (MEL) frameworks for the SHIFT Project. Based in Adamawa, you will oversee the entire data lifecycle—from collection at the facility level to high-level analysis for donor reporting. Your role is to ensure that every project activity is measurable, every outcome is validated, and every lesson learned is used to refine our impact on adolescent and youth reproductive health.

Key Responsibilities

1. Framework Implementation & Data Governance

  • System Design: Deploy and manage comprehensive M&E plans, indicators, and tools specifically tailored for the SHIFT Project’s objectives.
  • Rigorous Validation: Collect and analyze diverse quantitative and qualitative datasets from health facilities and community outreach programs to ensure high-fidelity reporting.
  • DHIS2 & Software Mastery: Manage project data within national and organizational systems, ensuring compatibility with DHIS2 and other analytical platforms.

2. Field Monitoring & Quality Assurance

  • Site Inspections: Conduct frequent, routine field visits across Adamawa State to assess the quality of project implementation and verify the integrity of reported data.
  • Compliance: Ensure all reporting meets the stringent standards of international donors and PPFN’s internal policies.
  • Collaboration: Partner with government health agencies and local facilities to harmonize data collection practices and strengthen the local health information system.

3. Capacity Building & Learning

  • Mentorship: Lead training sessions for program staff and field volunteers on data collection methodologies and the importance of results-based management.
  • Trend Analysis: Identify emerging gaps and programmatic trends, providing the evidence base needed for senior management to make informed strategic pivots.
  • Research & Evaluation: Contribute to the design and execution of baseline surveys, mid-term reviews, and final project evaluations.

Essential Qualifications & Skills

  • Educational Background: A Bachelor’s Degree in Public Health, Statistics, Social Sciences, or a related field. A Master’s degree is considered a significant advantage.
  • Professional Experience: A minimum of 5 years of progressive experience in M&E, with a strong preference for candidates who have worked on SRHR or donor-funded health projects.
  • Technical Software Skills: Advanced proficiency in data management tools such as SPSS, Stata, DHIS2, and expert-level Excel.
  • Contextual Expertise: A deep understanding of Nigeria’s health systems, SRHR policies, and the specific developmental landscape of Northeast Nigeria.
  • Language & Communication: Full professional fluency in English. The ability to communicate in local languages prevalent in Adamawa State is a major asset.
