M&E Officer – (Kaduna)

Management Sciences for Health (MSH) is seeking a meticulous and analytical Monitoring and Evaluation (M&E) Officer to join our Kaduna State team. In this role, you will be the guardian of data integrity, ensuring that every health outcome is accurately captured, validated, and leveraged to build a stronger, more resilient health system in Nigeria.

Job Summary

The M&E Officer is responsible for technical oversight of data quality management across state, LGA, and community levels. Your primary goal is to ensure that health facility data is collected, validated, and analyzed with absolute precision. You will serve as a technical anchor, providing the evidence-based foundation required for MSH to improve health outcomes and maintain high standards of donor accountability.

Key Responsibilities

Data Quality Assurance & Validation

  • Execute rigorous data quality checks and reporting protocols to ensure the accuracy of project datasets at the source.
  • Lead monthly LGA-level data validation meetings, providing technical guidance to ensure consensus and accuracy across health facilities.
  • Conduct routine and quarterly Data Quality Assessments (DQA) at primary and secondary health facilities in collaboration with LGA M&E officers.
  • Review facility-level data monthly to identify, document, and resolve quality issues prior to formal reporting cycles.

Capacity Building & Mentorship

  • Empower LGA and health facility M&E officers through targeted capacity building in modern data management standards and validation tools.
  • Develop and track follow-up action plans to ensure that all identified data gaps are closed by the end of each reporting month.
  • Support local health managers in utilizing data for facility-level decision-making and performance improvement.

Analysis & Strategic Representation

  • Support the MERL Manager in collating, analyzing, and presenting performance data during strategic project review meetings.
  • Represent MSH in technical fora, including state-level M&E sub-committee meetings and partner workshops.
  • Contribute to the documentation of lessons learned and success stories to inform program strategy and donor reporting.

Qualifications & Requirements

  • Academic Credentials: A Bachelor’s degree in Statistics, Mathematics, Computer Science, or a related quantitative field. A postgraduate degree in Medical Statistics or Epidemiology is highly desirable.
  • Professional Experience: A minimum of 4 years of hands-on experience in M&E within the NGO sector or donor-funded health programs.
  • Technical Mastery: Advanced proficiency in DHIS2 and Microsoft Excel is mandatory.
  • Statistical Analysis: Demonstrated expertise in at least one statistical software package, preferably Stata (alternatively SPSS or R).
  • Sector Knowledge: Deep understanding of Nigeria’s National Health Management Information System (NHMIS) and the dynamics of health data management in Northern Nigeria.
  • Soft Skills: Exceptional report-writing abilities, strong negotiation skills, and the capacity to communicate complex data insights to non-technical stakeholders.
  • Operational Drive: Ability to work under pressure, meet strict deadlines, and travel to various LGAs across Kaduna State.
