Management Sciences for Health (MSH) is looking for a meticulous and driven Monitoring and Evaluation (M&E) Officer to join our team in Plateau State. In this role, you will bridge the gap between healthcare delivery and actionable intelligence, ensuring that our health system interventions are guided by accurate, high-quality data that reflects the true impact of our work on the ground.
Job Summary
The M&E Officer is responsible for the rigorous oversight of data quality management across state, LGA, and community levels. You will serve as a technical anchor, ensuring that health facility data is collected, validated, and analyzed with absolute precision to support evidence-based decision-making and donor accountability.
Key Responsibilities
Data Quality Management & Validation
- Execute comprehensive data quality checks and reporting protocols to ensure the integrity of the state’s health information systems.
- Lead the monthly review of health facility data to preemptively identify and resolve quality issues before formal reporting cycles.
- Facilitate and provide expert technical guidance during monthly LGA-level data validation meetings.
- Systematically document data discrepancies and work directly with health facility teams to implement corrective measures.
Monitoring, Evaluation & Learning (MEL)
- Conduct routine Data Quality Assessments (DQA) at both primary and secondary health facilities in collaboration with LGA officials.
- Develop and track follow-up action plans to ensure that all identified data gaps are closed by the end of each reporting period.
- Partner with the MERL Manager to analyze and present performance data during strategic program review meetings.
- Act as a representative for MSH in technical fora, including state-level M&E sub-committee meetings.
Capacity Building & Technical Support
- Mentor and train LGA-level M&E officers and health facility staff on modern data management standards and validation tools.
- Empower local health managers to take ownership of their data systems, fostering a culture of accuracy and accountability.
Qualifications & Requirements
- Academic Credentials: A Bachelor’s degree in Statistics, Mathematics, Computer Science, or a closely related quantitative field. A postgraduate degree in Medical Statistics or Epidemiology is highly desirable.
- Professional Experience: A minimum of 4 years of hands-on experience in M&E within the NGO sector or donor-funded health programs.
- Software Mastery: Advanced proficiency in DHIS2 and Microsoft Excel is mandatory. Candidates must also demonstrate expertise in at least one statistical software package (e.g., Stata, SPSS, or R).
- Systems Knowledge: A deep understanding of Nigeria’s national health management information systems (NHMIS) and the specific challenges of data management in resource-limited settings.
- Soft Skills: Exceptional report-writing abilities, strong negotiation skills, and the capacity to communicate complex data insights to non-technical stakeholders.
- Operational Readiness: Ability to work under pressure, meet strict deadlines, and travel to various LGAs across Plateau State as required.
