National Consultant – Monitoring & Evaluation

In the complex humanitarian landscape of Northeast Nigeria, ensuring access to pathogen-free water is a critical intervention for child survival and community health. UNICEF is seeking a highly skilled National Consultant to lead the Monitoring and Evaluation (M&E) of In-Line Chlorination (ILC) systems in Borno State. This role is pivotal in bridging the gap between infrastructure delivery and measurable health outcomes, ensuring that every drop of water provided to vulnerable households in Maiduguri and Jere is safely managed and life-sustaining.

Job Summary

The primary objective of this 16-month consultancy is to rigorously evaluate the technical efficiency, community adoption, and long-term health impacts of In-Line Chlorination (ILC) systems. As the lead evaluator, you will design and implement a robust M&E framework to measure the reduction of microbial contamination and the corresponding decrease in water-borne disease incidence. Your findings will directly inform UNICEF’s strategy for scaling climate-resilient WASH solutions across Nigeria’s most underserved regions.

Key Responsibilities

  • Framework Development: Architect a comprehensive assessment strategy, including rigorous sampling methodologies and geographical coverage plans tailored to the local context.
  • Data Lifecycle Management: Oversee the end-to-end data process—from designing sophisticated digital collection tools to implementing real-time cleaning, verification, and statistical analysis protocols.
  • Safety Assurance Planning: Develop and integrate reporting templates that include a “Water Safety Assurance Plan” to monitor chlorination consistency and water quality.
  • Multi-Phase Evaluation: Lead the Baseline, Midline, and Endline assessments, ensuring that indicators are evolved and updated based on emerging field challenges and community feedback.
  • Stakeholder Synthesis: Organize and facilitate validation workshops with key partners to present preliminary findings and align on the evaluation’s strategic recommendations.
  • High-Impact Reporting: Produce technical reports, policy briefs, and visual infographics that translate complex data into actionable insights for UNICEF leadership and governmental partners.

Candidate Requirements & Qualifications

  • Academic Background: An Advanced University Degree in Public Health, Engineering, Development Studies, Economics, or Construction Management. Note: Significant relevant professional experience may be considered in lieu of a higher degree.
  • Professional Experience: A minimum of 5 years of proven experience in the Nigerian WASH sector, specifically in national or sub-national assessments and M&E.
  • Technical Mastery: Demonstrated expertise in statistical modeling, survey design, expenditure tracking, and geospatial mapping of water services.
  • Sectoral Knowledge: Previous experience with climate resilience work or WASH-related health interventions is highly preferred.
  • Linguistic Skills: Exceptional written and verbal command of English is mandatory. The ability to communicate fluently in Hausa is considered a significant asset for field-based activities.
  • Proven Track Record: Candidates should be prepared to provide evidence of similar high-level analytical work conducted for international NGOs or government agencies.
