Branch Secretary (Nigerian Red Cross Society)

The Nigerian Red Cross Society (NRCS), established in 1960, serves as the primary auxiliary to the public authorities in humanitarian interventions. As the Branch Secretary for the Sokoto State Branch, you will be the chief executive of the branch, responsible for translating the Red Cross mission into impactful, community-based action. This role is for a visionary leader capable of managing complex relief operations, mobilizing resources, and leading a vast network of volunteers to alleviate human suffering across the state.

Job Summary

The Branch Secretary serves as the administrative head of the State Branch and Secretary to the Branch Executive Committee. Reporting technically to the Secretary-General at the National Headquarters (NHQ) and operationally to the Branch Chairman, you will oversee all personnel, financial assets, and disaster management programs. You are responsible for ensuring that the branch remains a self-sustaining, transparent, and highly responsive humanitarian actor, adhering strictly to the Fundamental Principles of the Red Cross and Red Crescent Movement.

Key Responsibilities

Strategic Leadership & Emergency Response

  • Crisis Management: Lead and coordinate disaster management programs at the state and divisional levels, ensuring timely, effective response to emergencies while keeping NHQ updated.
  • Risk Mapping: Coordinate Vulnerability Capacity Assessments (VCA) and risk mapping to proactively plan for and mitigate the impacts of disasters in Sokoto.
  • Governance Support: Serve as the Secretary to the Branch Executive Committee, coordinating elections and building the capacity of committees to ensure transparent governance.

Administrative & Personnel Oversight

  • Staff Supervision: Appoint and supervise branch personnel (in consultation with the Chairman and NHQ) and provide supervisory support to Divisional Secretaries and Boards.
  • Policy Enforcement: Disseminate and enforce NRCS policies, including the Code of Conduct, Volunteer Policy, and Youth Policy, to maintain a self-sustaining network of responders.
  • Property Management: Ensure the safety, maintenance, and legal documentation of all Branch property and assets.

Financial Management & Resource Mobilization

  • Budgetary Control: Prepare the Branch annual plan and budget; serve as Category ‘A’ signatory for all Branch accounts.
  • Resource Mobilization: Lead local fundraising and income-generating activities; develop funding proposals for donors to supplement the local budget.
  • Financial Accountability: Prepare accounts for auditing and submit comprehensive quarterly/annual financial and narrative reports to NHQ.

Partnership & Representation

  • Stakeholder Liaison: Act as the primary link between the NRCS, the Sokoto State Government, Movement partners, and other humanitarian agencies.
  • External Advocacy: Represent the Society at state-level meetings, conferences, and workshops to influence humanitarian policy and visibility.

Required Skills & Qualifications

  • Education: Bachelor’s Degree in Social Sciences, Community Development, Management, or a related field. A Certificate in Project Management is highly desirable.
  • Managerial Experience: Minimum of 5 years of progressive managerial experience in planning and evaluating community-based programs in emergency or relief contexts.
  • Strategic Thinking: Ability to interpret complex issues and develop strategic responses while protecting the reputation of the NRCS.
  • Leadership: Strong skills in conflict resolution, change management, and team building within a volunteer-driven environment.
  • Technical Skills: Proficiency in MS Office tools and excellent financial reporting capabilities.
  • Communication: Fluency in English (written and spoken). Knowledge of local languages in Sokoto is a significant asset.
