Cash and Voucher Assistance (CVA) Officer

In modern humanitarian response, providing cash and vouchers empowers families to make their own choices while stimulating local markets. As the Cash and Voucher Officer for Chabash Development and Health Initiative (CDHI), you will lead the digital and physical delivery of life-saving financial assistance in Borno State. This role is for a highly organized, detail-oriented professional who can manage complex electronic payment systems and ensure that every Naira reaches the families who need it most, with total transparency and accountability.

Job Summary

The Cash and Voucher Officer (CVO) is responsible for the technical design, implementation, and monitoring of all cash-based activities within CDHI’s nutrition and food security projects. Reporting to the FSL Manager and supervising a team of FSL Assistants, you will oversee the entire CVA lifecycle—from beneficiary registration and market analysis to the management of pre-paid cards and digital transfers. Your mission is to ensure that cash assistance is delivered safely, timely, and in full compliance with international Sphere standards and donor requirements.

Key Responsibilities

Operational Management & Digital Delivery

  • Technical Implementation: Lead the delivery of various cash modalities, including digital transfers, pre-paid cards, and mobile money, ensuring high-quality and timely distribution.
  • Payment Systems Oversight: Manage the loading and distribution of pre-paid cards; resolve any technical or logistical issues during the transfer process to ensure uninterrupted service to beneficiaries.
  • Asset & Data Management: Oversee the enrollment process and the secure retrieval/reissuance of payment media at the community level.

Beneficiary Coordination & Protection

  • Targeting & Registration: Sensitize local authorities and community leaders on targeting criteria; work with MEAL teams to on-board enumerators for rigorous household registration.
  • Needs Assessment: Participate in field assessments to determine appropriate cash transfer values and identify viable business opportunities for beneficiaries, with a specific lens on child protection and nutrition.
  • Capacity Building: Organize and lead training sessions for cash recipients to ensure they have the financial literacy needed to maximize the impact of the assistance.

Accountability & Compliance

  • Reporting: Compile and submit detailed narrative and statistical reports on project progress, budget utilization, and distribution outcomes.
  • Sphere Standards: Ensure all CVA programming adheres to the 2018 Sphere Handbook and IASC guidelines on cash and voucher assistance.
  • Safeguarding: Strictly implement CDHI’s Child Safeguarding and PSEA policies, ensuring that cash distributions do not expose vulnerable groups to additional risks.

Required Skills & Qualifications

  • Academic Foundation: Bachelor’s degree or HND in Economics, Social Sciences, International Development, Social Policy, or a related field.
  • Professional Experience: Minimum of 3 years of direct experience in Cash & Voucher Assistance (CVA) in emergency settings.
  • Technical Expertise: Proficiency in multiple modalities (e-vouchers, mobile money, digital cards, paper vouchers). Experience in calculating Minimum Expenditure Baskets (MEB) is a plus.
  • Sectoral Standards: Deep familiarity with Sphere Standards, humanitarian principles, and the Nigeria CVA context.
  • Leadership: Proven ability to supervise field teams and manage relationships with local government and traditional authorities.
  • Languages: Fluency in English and Hausa is essential. Strong technical writing skills in English are required.
  • Analytical Thinking: Ability to generate and use data to innovate and share lessons on what works for children and displaced families.
