As the Livelihood Officer with Chabash Development and Health Initiative (CDHI), you are the primary architect of this transition. This role is for a technical leader who can bridge the gap between immediate aid and long-term prosperity. You will empower caregivers and young adults to build viable businesses, master vocational skills, and secure the financial stability necessary to provide a safe and nurturing environment for their children.
Job Summary
The Livelihood Officer provides technical and programmatic leadership to design and implement sustainable, community-based economic initiatives for crisis-affected families. Reporting to the FSL Manager and supervising the FSL Assistant, you will oversee a diverse range of interventions—from startup capital support and micro-loans to vocational training and job placements. Your objective is to reduce household vulnerability by delivering immediate socio-economic improvements while laying a rigorous foundation for long-term recovery and self-reliance.
Key Responsibilities
Strategic Economic Empowerment
- Intervention Design: Prioritize and implement high-impact initiatives such as job creation support, low-interest micro-loans, business expansion grants, and targeted entrepreneurship training.
- Family Development Plans (FDPs): Assist families in identifying gaps in self-reliance and developing actionable milestones and timelines to achieve economic independence.
- Business Incubation: Support young adults and caregivers in drafting robust business plans and linking them to external funding sources for scaling and expansion.
Technical Oversight & Quality Control
- Supervision: Lead and mentor the FSL Assistant, ensuring that field-level activities are conducted with technical excellence and in line with project goals.
- Standards & Compliance: Ensure that all interventions follow organizational gatekeeping and case management guidelines, maintaining a child-focused approach to livelihood support.
- Partner Management: Monitor the implementation progress of contractors, consultants, and grantees to ensure deliverables are met within agreed schedules and budgets.
Community Engagement & Analysis
- Participatory Approach: Conduct all activities using a rights-based, Age, Gender, and Diversity (AGD) sensitive framework to ensure inclusive community participation.
- Market Mapping: Conduct regular needs assessments and market analyses to identify emerging economic opportunities and mitigate project weaknesses.
- Impact Reporting: Prepare timely, high-quality technical and financial reports that demonstrate program progress and accountability to donors.
Required Skills & Qualifications
- Education: Bachelor’s degree in Economics, Business Administration, Agriculture, Development Studies, or a related Social Science field.
- Experience: 3–10 years of professional experience in emergency response programming, with a focus on market systems development and micro-enterprise.
- Technical Proficiency: Demonstrated skill in designing vocational training modules, conducting market analysis, and implementing micro-finance approaches.
- Leadership: Proven ability to manage a team, facilitate community mobilization, and coordinate with diverse partners.
- Ethical Standards: Deep commitment to child safeguarding, humanitarian principles, and the Prevention of Sexual Exploitation and Abuse (PSEA).
- Communication: Exceptional negotiation and partnership-building skills; fluency in English and local languages used in Borno.
- Soft Skills: High level of empathy, cultural sensitivity, and the resilience to work in rapidly changing emergency contexts.
