Job Summary

The Base and Facility Officer is responsible for the comprehensive management of MSF’s physical infrastructure and logistics equipment in Akwa, Anambra. Your role is to ensure that all facilities—from offices to storage sites—are maintained in peak condition, while simultaneously overseeing transport logistics and cold chain reliability to support our humanitarian efforts.

Core Responsibilities

Infrastructure and Grounds Maintenance

  • Conduct routine inspections and direct the upkeep of all MSF premises, including water systems, electrical grids, and structural integrity (walls, ceilings, etc.).
  • Oversee the aesthetics and sanitation of open spaces, ensuring gardens and courtyards are well-tended and domestic waste is disposed of according to environmental protocols.
  • Identify rehabilitation needs and supervise technical repairs to ensure all living and working spaces meet MSF’s safety and comfort standards.

Fleet and Energy Logistics

  • Coordinate vehicle movements and track individual missions to ensure the safety of staff and compliance with security protocols.
  • Monitor the consumption of fuel, lubricants, and essential supplies across all facilities to prevent shortages and optimize resources.
  • Ensure the high-quality maintenance of power generators and electrical installations to provide a reliable energy supply for medical equipment.

Technical Equipment and Cold Chain Management

  • Manage inventories and oversee the functional status of specialized equipment, including IT hardware, radio communications, and cold chain systems for vaccine storage.
  • Act as the focal point for telecommunications compliance, renewing radio usage authorizations with local regulatory bodies.
  • Supervise the security personnel (watchmen), managing duty rosters and conducting performance evaluations to ensure 24/7 site protection.

Supply Chain and Procurement Support

  • Execute local purchases for the logistics sector, ensuring the quality and availability of materials while adhering to MSF’s transparency guidelines.
  • Collaborate with contractors and suppliers to establish service agreements and oversee the reception of delivered materials.

Candidate Profile: Skills & Qualifications

  • Education: A Bachelor’s Degree or Higher Diploma in Logistics, Facilities Management, or Engineering (Mechanical, Electrical, or Civil) is required.
  • Experience: Ideally 2–3 years of professional experience in logistics or facility oversight. Experience within an international NGO or a humanitarian setting is highly valued.
  • Technical Expertise: Demonstrated ability in fleet management, fuel tracking, and the maintenance of complex electrical or water systems.
  • Communication: Full professional proficiency in English; knowledge of the local language (Igbo) is a distinct advantage for local coordination.
  • Digital Skills: Strong computer literacy and a functional understanding of radio communication equipment.
