Job Summary
The Compliance Officer is responsible for the rigorous verification of internal controls, financial systems, and operational protocols within the MSH GF-Malaria Project in Nigeria. You will serve as an internal consultant and monitor, evaluating the efficiency of operations and the reliability of financial reporting to safeguard the organization’s assets. Your contributions will directly strengthen MSH’s ability to remain compliant with both local laws and international donor regulations, fostering a culture of accountability and continuous improvement.
Key Responsibilities
Internal Controls & System Evaluation
- Strategic Appraisal: In partnership with the Senior Compliance Officer, develop and implement evaluation tools to conduct independent assessments of MSH and donor policy effectiveness.
- Risk Identification: Identify vulnerabilities in existing internal control systems and propose actionable recommendations to fortify financial and operational management.
- Operational Efficiency: Audit and evaluate the efficiency of project functions to ensure that financial resources are managed in strict accordance with Global Fund guidelines and Nigerian law.
Monitoring & Quality Assurance
- Audit Follow-up: Track the implementation of recommendations from both internal and external auditors, ensuring that corrective actions are sustained and integrated into daily operations.
- Value for Money: Monitor operational quality standards to ensure cost-effectiveness and “value for money” across all project expenditures.
- Asset Safeguarding: Perform routine internal assessments to verify that financial control procedures are active and that assets are protected from loss or misuse.
Ethics, Investigations & Training
- Investigative Support: Conduct meticulously documented investigations into suspected fraud or whistleblower cases, interfacing with the General Counsel and Director of Governance as required.
- Capacity Strengthening: Identify knowledge gaps among staff regarding MSH and donor policies, providing clear recommendations for targeted training and professional development.
- Policy Orientation: Ensure that all staff members are fully oriented on the ethical standards and operational procedures expected by the donor and the organization.
Qualifications & Requirements
Education & Professional Certification
- Academic Background: A Bachelor’s degree in Accounting, Business Management, or a related field is required. An Advanced degree (MBA/MSc) is highly preferred.
- Certification: Professional certification in Accounting (ICAN/ACCA), Internal Audit (CIA), or Fraud Examination (CFE) is strongly desired.
Professional Experience
- Track Record: Minimum of six (6) years of professional experience in compliance, risk management, or internal/external audit.
- Grant Familiarity: Extensive knowledge of Global Fund and/or US Government (USAID, CDC) grant rules and regulations is mandatory.
- Sector Context: Experience working within international development programs or large-scale humanitarian projects is preferred.
Skills & Competencies
- Analytical Agility: Exceptional ability to deal with ambiguity and exercise strategic agility in a complex, fast-paced environment.
- Travel Readiness: Willingness and ability to travel domestically up to 50% of the time to support field office assessments.
- Communication: Professional proficiency in English, with superior written skills for drafting complex investigative and audit reports.
