Job Summary

The Senior Technical Manager (Technical Director) is a cornerstone of MSH’s senior management team, providing the overarching technical vision for the Global Fund malaria grant. You will lead a multidisciplinary team of experts to design and deliver high-impact clinical and community-based services in both public and private health sectors. Your role is to serve as a high-level technical advisor to the National Malaria Elimination Programme (NMEP) and State-level entities, ensuring that all project activities are scientifically sound, ethically grounded, and perfectly aligned with the National Malaria Strategic Plan.

Key Responsibilities

  • Technical Vision & Leadership: Operationalize the Project Implementation Plan (PIP) using evidence-based approaches that align with the latest national and international malaria strategic objectives.
  • Strategic Advisory: Provide expert technical assistance and mentorship to the NMEP and State Malaria Elimination Programmes (SMEPs), ensuring high-quality supervision and institutional strengthening at all levels.
  • Clinical Oversight: Lead the technical design for malaria case management, including Rapid Diagnostic Testing (RDT), microscopy, and life-saving treatments like injectable Artesunate and ACTs.
  • Vector Control & Prevention: Oversee large-scale interventions including mass ITN distribution campaigns, Seasonal Malaria Chemoprevention (SMC), and Intermittent Preventive Therapy in Pregnancy (IPTp).
  • Community Integration: Direct the implementation of integrated community case management (iCCM) and Community Health Influencers and Promoter Services (CHIPS) to expand the reach of healthcare.
  • Supply Chain Synergy: Collaborate closely with Supply Chain Managers to ensure that malaria commodities are available and utilized effectively at the point of care.
  • Policy Advocacy & Visibility: Represent MSH in high-level Technical Working Groups to shape national policies, guidelines, and health tools.
  • Data-Driven Decision Making: Champion the use of strategic information and program analysis to refine interventions, document best practices, and ensure sustainable results.

Qualifications & Requirements

Education & Experience

  • Medical Credentials: M.D. or MBBS is required, with extensive field experience in malaria prevention and treatment. A Master’s Degree in Public Health (MPH) is strongly preferred.
  • Senior Leadership: At least 10 years of post-NYSC experience in public health, including a minimum of 4 years in a senior-level technical management role overseeing complex, large-scale health programs in developing nations.
  • Grant Expertise: Proven success in managing Global Fund (GF) grants or programs of similar scale and complexity is highly desirable.

Technical & Leadership Skills

  • System Strengthening: Demonstrated ability to build the leadership capacities of national and sub-national government health systems (FMOH, SMOH, NPHCDA).
  • Consortium Management: Experience leading multidisciplinary and multicultural teams, including local and international subcontractors, to achieve measurable health outcomes.
  • Diplomacy: Exceptional negotiation and conflict-management skills, with a proven ability to interface with senior government officials and international donors.
  • Analytical Writing: Advanced capacity to produce evidence-based reports, technical documents, and strategic analyses for diverse stakeholders.
