M&E Specialist (Global Fund Malaria Project) at Management Sciences For Health – MSH

Job Summary

The M&E Specialist provides strategic technical leadership and oversight for all monitoring and evaluation activities within their designated state. Reporting to the Technical Director of M&E, you will be responsible for the integrity, timeliness, and quality of data collected from health facilities to the central Global Fund database. You will serve as a high-level mentor to State Ministry of Health (SMoH) staff, ensuring that local health systems are equipped to capture and analyze data that informs the national malaria elimination strategy.

Key Responsibilities

  • Strategic Implementation: Lead the state-level rollout of the Global Fund Malaria M&E plan, ensuring full alignment with national health goals and donor reporting standards.
  • Technical Mentorship: Build the capacity of LGA and State M&E officers through targeted training in data analysis, visualization, and the use of statistical tools to inform local policy.
  • Information Architecture: Establish and maintain robust data flow systems from service-delivery points to the central database, providing technical backstopping to health facilities.
  • Quality Assurance & Audits: Manage the project’s data quality assurance system, including quarterly audits and participatory assessments to ensure data consistency and validity.
  • Research & Evaluation: Support local research groups with technical expertise in sampling strategies and data modeling for evaluation studies and project assessments.
  • Project Integration: Serve as an active member of the State Project Management Team, utilizing data to modify existing programs and design new, high-impact interventions.
  • Operational Reporting: Coordinate the monthly and annual analysis of M&E data, flagging critical action areas for project leadership to ensure 100% reporting rates for Seasonal Malaria Chemoprevention (SMC).
  • Database Excellence: Oversee state-of-the-art database management practices, documenting and publishing best practices to contribute to global public health knowledge.

Qualifications & Requirements

Education & Background

  • Essential: A Postgraduate degree in Statistics, Epidemiology, Biostatistics, or a related field with a dedicated focus on Monitoring and Evaluation.
  • Experience: Minimum of four (4) years in developing monitoring plans or management information systems, with at least three (3) years spent in an NGO setting within Africa.

Technical Expertise

  • Malaria Programs: At least three (3) years of experience specifically supporting Malaria programs in Nigeria is highly preferred.
  • Digital Mastery: Advanced proficiency in DHIS2, Microsoft Excel, SPSS, Tableau, and Microsoft Power BI for data modeling and visualization.
  • Donor Knowledge: Deep familiarity with Global Fund reporting frameworks and national M&E systems.

Soft Skills

  • Leadership: Proven ability to work independently and make strategic decisions within policy guidelines.
  • Cultural Intelligence: Exceptional interpersonal and team-building skills suitable for a multi-cultural environment.
  • Communication: Fluency in English with strong analytical, presentation, and reporting capabilities.
