Job Summary

The National Monitoring and Evaluation (M&E) Officer oversees the technical integrity of our mission’s data collection and reporting systems. The successful candidate will bridge the gap between field activities and strategic goals by tracking key performance indicators, analyzing trends, and ensuring all projects adhere to both institutional and donor accountability standards. You will play a pivotal role in demonstrating the mission’s impact to global stakeholders and ensuring that our programs remain responsive to the needs of those we serve.

Key Responsibilities

  • Data Management & Analysis: Lead the collection, systematic filing, and rigorous analysis of program data to support evidence-based reporting and strategy adjustment.
  • Reporting & Compliance: Coordinate the timely submission of reports for donors and the United Nations Country Team (UNCT), ensuring all documentation aligns with institutional requirements such as the IOM Strategic Results Framework (SRF).
  • Research & Assessment Design: Contribute technical expertise to the design and execution of specialized surveys, operational research, and impact assessments to measure project efficacy.
  • Monitoring & Risk Oversight: Conduct field monitoring missions to verify data quality, track indicator progress, and flag potential implementation delays or compliance risks to senior management.
  • Stakeholder Liaison: Act as a primary point of contact for donor monitoring teams, documenting challenges and facilitating the smooth endorsement of project reports.
  • Accountability Frameworks: Draft inputs for internal guidance regarding beneficiary feedback mechanisms and accountability to affected populations.
  • Project Development Support: Provide M&E-specific insights and situational analyses during the proposal drafting phase to ensure new projects are designed with measurable results in mind.
  • Institutional Alignment: Maintain up-to-date knowledge of Results-Based Management (RBM) and digital platforms (such as PRIMA) to ensure the mission remains compliant with evolving global standards.

Qualifications & Requirements

Educational Excellence

  • Advanced Route: A Master’s degree in Social Sciences, International Relations, Business/Public Administration, Law, or a related discipline.
  • Professional Route: A Bachelor’s degree in the aforementioned fields combined with a minimum of two (2) years of direct professional experience in monitoring and evaluation.

Professional Experience

  • Extensive background in M&E frameworks and reporting within the UN system or international humanitarian sector.
  • Proven experience in donor liaison and the application of complex organizational rules and procedures.
  • Demonstrated history of supporting the full project development lifecycle.

Technical & Soft Skills

  • Analytical Prowess: Advanced research skills and the ability to interpret complex datasets into actionable insights.
  • Methodological Expertise: Strong knowledge of data collection tool design, administration, and modern evaluation techniques.
