Job Summary

Pro-Health International (PHI) is seeking a highly analytical and experienced Evaluation Consultant to lead a comprehensive assessment of the Public Health Emergency Management (PHEM) training program. The primary objective is to determine how effectively the program has built institutional capacity, identify its influence on disease outbreak response, and provide a strategic roadmap for future enhancements.

Scope of Work & Key Responsibilities

  • Strategic Planning: Author a robust evaluation protocol and inception report, ensuring all methodologies align with the CDC’s scientific writing standards and technical checklists.
  • Methodological Design: Create a sophisticated mixed-methods framework (qualitative and quantitative) to evaluate knowledge retention and the practical application of skills in the field.
  • Data Management: Lead the collection and collation of primary and secondary data, utilizing desk reviews of training archives and field-level feedback to draw high-level inferences.
  • Advanced Analytics: Analyze complex datasets to evaluate the functionality of Public Health Emergency Operations Centers (PHEOC) post-training.
  • Knowledge Translation: Convert findings into professional knowledge products, including a final comprehensive report, a policy brief for stakeholders, a fact sheet, and a manuscript for peer-reviewed publication.
  • Stakeholder Engagement: Present final conclusions and evidence-based recommendations to the CDC and other key public health partners.

Consultant Profile: Skills & Requirements

  • Academic Excellence: Minimum of a Master’s degree in Public Health, Monitoring & Evaluation (M&E), Emergency Management, or a related field.
  • Professional Experience: At least 6 years of demonstrable experience in evaluating large-scale public health or humanitarian programs, specifically those involving emergency preparedness.
  • Technical Portfolio: Proven track record of conducting similar evaluations, with a preference for candidates who have worked with international bodies (CDC, USAID) or government health ministries.
  • Analytical Toolset: High proficiency in statistical analysis software and the Microsoft Office suite.
  • Communication: Exceptional report-writing skills and the ability to present complex data to diverse, multidisciplinary audiences.

Project Timeline & Compensation

  • Duration: 56 working days (approximately 8 weeks), beginning February 1st, 2026.
  • Remuneration: Competitive, deliverable-based compensation paid in three tranches (20% upon Protocol approval, 50% upon Draft Report, and 30% upon Final Acceptance).
  • Location: Abuja (FCT) with contract-based engagement.
