The Opportunity: Institutional Funding Senior Specialist

This is a strategic, hands-on role for a seasoned professional passionate about securing high-value grants to drive disability inclusion.

As the Institutional Funding (IF) Senior Specialist, you will provide vital “surge capacity” to the federation, acting as a central driver for securing strategic, multi-country funding. You will be instrumental in ensuring high-quality proposal submissions and maintaining rigorous compliance standards across our global portfolio, particularly with major bilateral donors and large foundations.

You will operate at the intersection of our Country Teams, Member Teams, and Technical Experts (including Advocacy, Disaster Risk Management, and Inclusive Health), maximizing our funding success and impact.

Key Responsibilities

Your role is split across four critical areas, driving both revenue and operational excellence:

1. High-Value Proposal Leadership (30%)

  • Lead the end-to-end development of high-value, strategic funding proposals for opportunities outside the domestic markets of our Member Teams.
  • Provide on-demand surge support (coordination, content contribution, quality review) to Member Team-led bids to enhance quality and compliance.
  • Ensure every submission is compliant, aligns the narrative with the logframe and budget, and meets all donor requirements on time.

2. Consortium Strategy & Partnering (10%)

  • Lead or broker the formation of strategic consortia, including partner mapping, outreach, pre-award due diligence, and negotiation of teaming agreements/MoUs.
  • Actively promote equitable partnership principles and ensure the meaningful engagement of Organisations of Persons with Disabilities (OPDs) in consortium design.

3. Compliance and Risk Intelligence (30%)

  • Serve as the Federation’s expert on strategic donor compliance (e.g., eligibility, cost principles, sub-granting, audit, safeguarding, data protection).
  • Advise CBM Global colleagues during bid development and project implementation to ensure compliance pathways are clear, minimizing risk for non-domestic market donors.

4. Internal Learning and Capacity Building (30%)

  • Facilitate the Institutional Funding Working Group and Forum, promoting peer exchange and coordination.
  • Develop, curate, and roll-out essential business development tools, boilerplates, lessons learned, and guidance to strengthen the capacity of teams across the federation.

What You Will Bring

Essential Qualifications & Experience

  • Education: Master’s Degree in International Development, Humanitarian Affairs, Public Policy/Administration, or a closely related field.
  • Experience: At least five (5) years of experience in proposal development and/or project coordination within international development or humanitarian contexts.
  • Donor Knowledge: Strong understanding of major donor expectations (e.g., bilateral donors and large foundations) and core grant compliance terms.
  • Partnership: Proven experience with consortium models, partnership coordination, and pre-award due diligence processes.
  • Inclusion Commitment: Committed, excited, and passionate about disability inclusion and the rights of people with disabilities.
  • Language: Fluency in English (spoken and written). French fluency is highly desirable.

  • Exceptional coordination and organizational skills, with the ability to manage complex, parallel priorities under tight deadlines.
  • Strong written and verbal communication, capable of synthesizing complex technical information into clear, compelling bids and guidance.
  • Excellent facilitation and negotiation skills, comfortable navigating power dynamics and cultural contexts within a multi-country, matrixed organization.
  • Service-minded, proactive, and open to learning and adapting to evolving organizational needs.
