Project: Integrating Seasonal Malaria Chemoprevention (SMC) with Routine Immunization (RI) Outcomes

1. Executive Summary

​Malaria Consortium is seeking a high-caliber Lead Program Management Consultant to spearhead the monitoring, evaluation, and learning (MEL) components of a strategic pilot project. This initiative explores the innovative use of the SMC platform to bolster Routine Immunization (RI) outcomes.

​The successful consultant will provide top-tier technical oversight, ensuring that the intervention is rigorously evaluated under routine programme conditions to inform future national policy and global scale-up discussions.

2. Purpose & Objectives

​This consultancy is specifically focused on Monitoring, Evaluation, and Learning. While the consultant will manage the project cycle, the core mandate is to extract actionable insights from data rather than direct clinical implementation.

Core Objectives:

  • Full Lifecycle Oversight: Manage initiation, planning, execution, and closure within the strict constraints of time, cost, and scope.
  • Fiscal Accountability: Oversee activity budgeting, disbursements, and financial retirement for all state-level activities.
  • MEL Excellence: Ensure systematic data collection and analysis to validate the feasibility and acceptability of the SMC–RI integration.
  • Strategic Dissemination: Lead the documentation of findings to influence stakeholders and donor partners.

3. Comprehensive Scope of Work

A. Baseline & Formative Intelligence

  • ​Direct the collection of caregiver data regarding RI perceptions and community engagement.
  • ​Conduct Health Facility Readiness Assessments (Cold-chain functionality, vaccine stock, staffing, and referral protocols) in intervention vs. comparator LGAs.

B. Implementation Monitoring

  • ​Provide real-time analytical support during SMC cycles to document operational challenges or unintended consequences on standard malaria service delivery.

C. Impact Evaluation (Endline)

  • ​Execute a rigorous endline assessment to measure shift in RI indicators.
  • ​Perform comparative analysis across three distinct SMC–RI approaches to identify the most effective model for diverse implementation contexts.

4. Methodology & Deliverables

​The consultant will utilize a Mixed-Methods Approach, integrating DHIS2 data, digital campaign metrics, and qualitative check-ins with frontline health workers and community distributors.

Key Deliverables:

  1. Technical Briefing: High-level orientation for the Lead Program Team on evaluation protocols.
  2. Capacity Building: Training modules and workshops for State M&E Officers.
  3. The Formative Report: Comprehensive baseline and facility readiness documentation.
  4. Per-Cycle Briefs: Rapid-response synthesis of operational learning during the campaign.
  5. The Final Technical Compendium: A consolidated narrative report summarizing feasibility, cost-effectiveness, and outcome signals for national scale-up.

5. Consultant Profile & Requirements

​We are looking for a seasoned public health leader who thrives in resource-constrained environments and possesses a “systems-thinking” mindset.

  • Education: Post-graduate degree (MPH, PhD, or MSc) in Public Health, Epidemiology, or Health Economics.
  • Experience: Minimum of 8 years in MEL for large-scale public health programs.
  • Technical Mastery: Proven track record in leading complex surveys and producing high-impact analytical reports.
  • Soft Skills: Exceptional stakeholder management and the ability to translate complex data into clear policy recommendations.
