THE STRATEGIC CONTEXT

​With over a decade of conflict in North-East and North-West Nigeria, an estimated 8.3 million people require protection assistance. Persistence of violence, mass displacement, and severe food insecurity have created a landscape where Gender-Based Violence (GBV), Child Protection risks, and lack of access to basic services are pervasive. INTERSOS is seeking a high-level Protection Coordinator to define and lead the mission’s protection strategy, ensuring our response is technically sound, evidence-based, and human-rights-centered.

GENERAL PURPOSE OF THE POSITION

​Reporting to the Head of Mission and functionally supervised by the Protection Advisor, you will define the protection strategy and coordinate its implementation across the mission. You will provide technical guidance to protection staff, ensuring that Case Management, MHPSS, Protection Monitoring, and Community-Based Protection are delivered according to international standards and INTERSOS values.

KEY RESPONSIBILITIES

1. Strategy & Technical Leadership

  • Strategic Design: Draft the mission’s protection strategy, including a defined “Theory of Change” aligned with Global Protection Standards.
  • Contextual Analysis: Lead exploratory missions and situation assessments to define operational priorities.
  • Niche Expertise: Identify and build mission-level technical niches, sharing best practices across INTERSOS global missions.
  • Mainstreaming: Ensure the integration of Gender, Inclusion, Disability, and Age (GIDA) across all sectors (Health, Wash, Nutrition).

2. Technical Quality & Capacity Building

  • SOP Development: Draft and enforce Standard Operating Procedures (SOPs) for Case Management, PSS, Cash for Protection, and Legal aid.
  • Quality Assurance: Conduct regular case audits and critical case conferences to ensure adherence to global protection principles.
  • Mentorship: Supervise, coach, and conduct performance reviews for Protection Specialists and Managers.

3. Analysis, Reporting & Networking

  • Trend Analysis: Perform quarterly strategic analysis of protection trends (conflict analysis, risk management) to inform advocacy and policy.
  • Database Management: Oversee the protection database, ensuring data is collected and archived ethically in line with data protection protocols.
  • Representation: Maintain collaborative relations with donors, the Protection Cluster, GBV/CP sub-clusters, and relevant working groups.

REQUIRED PROFILE

Education

  • Essential: BA in Social Science, Psychology, Human Rights, or International Humanitarian Law.
  • Desirable: Master’s Degree (MA or LLM) in Human Rights or International Humanitarian Law.

Experience & Skills

  • Minimum 8 years of NGO experience in developing countries, with at least 5 years in technical protection roles.
  • Technical Breadth: Proven experience in Case Management, PSS, and Community-Based Protection within complex emergency settings.
  • Soft Skills: Excellent diplomatic and networking skills; ability to work under high pressure in multicultural teams.
  • Language: Mandatory fluency in English.

Strategic Brief: Succeeding as INTERSOS Protection Coordinator

​The Protection Coordinator (Grade 12) is one of the most senior technical roles in the Nigeria mission. To succeed, you must move beyond program management and into Technical Governance.

​1. The Theory of Change (ToC)

​INTERSOS doesn’t just “do” protection; we follow a specific defined model.

  • The Task: You are expected to align the Nigeria response with the Global Protection Strategy.
  • Success Factor: In your first 30 days, you should be able to articulate how INTERSOS Nigeria is addressing the specific “protection niche” (e.g., Cash for Protection or integrated MHPSS) that distinguishes us from other NGOs in the BAY states.

​2. Ethical Data Stewardship

​In Borno, protection data is highly sensitive.

  • The Standard: You must manage the protection database with a “Do No Harm” approach.
  • Pro-Tip: Demonstrate your familiarity with Data Protection Protocols and ethical modalities of dissemination. A breach in data privacy in this context can have life-threatening consequences for beneficiaries.

​3. Integrated Advocacy

​Protection is not a silo.

  • Sector Mainstreaming: You will be judged on how well you facilitate “Protection Mainstreaming” in other sectors. Can you ensure that an INTERSOS WASH project in an IDP camp is designed to mitigate GBV risks?
  • Cluster Presence: You are the face of INTERSOS at the National Protection Cluster. Your ability to translate field data into “Position Papers” for donors and stakeholders is critical for resource mobilization.

​4. Staff Management in a Non-Family Duty Station

​Maiduguri is a high-stress, non-family duty station.

  • Resilience: You are responsible for the well-being of your team. You must foster a professional environment that balances high-stakes work with “Psycho-physical recovery” (R&R).
  • Coaching: Your role is to mentor Protection Managers. Moving them from “implementers” to “technical specialists” is a key performance indicator.

​5. Essential Interview Themes

  • Conflict Analysis: Be ready to discuss the specific protection risks associated with the recent flooding or the “reintegration” of former associates of non-state armed groups.
  • SOP Mastery: Can you walk through the steps of a “Critical Case Conference”?
  • PSEA/Child Safeguarding: You will work with the Accountability unit to follow up on Child Safeguarding and PSEA policies. Integrity is paramount.
