The Position

Results Measurement & Insights Manager drives DAWN’s results measurement agenda in Nigeria: building and running the systems that show whether DAWN is delivering on its impact objectives, supporting 132,000 financially disadvantaged young people into work on digital platforms over four years.

Working in close collaboration with the Department Lead: Data & Impact, the role independently generates the data that DAWN uses for learning, research and reporting. This means measuring the impact of DAWN’s activities with platforms, skilling providers and inclusivity partners, and of our wider systems change work, and leading data relationships with platforms and start-ups, consortium partners BFA Global and ImpactHER, and ecosystem organizations such as refugee-led organizations, other NGOs and support organizations.

The role offers significant learning and fast growth opportunities: identifying needs for and setting up new results measurement systems, maintaining and improving existing ones, and taking on increased ownership across the measurement agenda. The Results Measurement & Insights Manager reports to the Department Lead: Data & Impact, works day-to-day with the DAWN project team, platforms and partners, and after the first year manages a Senior Results Measurement & Data Officer. Expect us to move fast, make mistakes, learn a lot, and restart a few times.

Essential Responsibilities

Results Measurement Tools Set Up & Maintenance (15%)

  • Identify needs for and set up, maintain, and update tools for data collection and measuring the impact of DAWN at the level of the young person, the platform or partner business, and the ecosystem, ensuring accurate and comprehensive data capture across all levels, aligned with DAWN’s MEL framework and results targets, and disaggregated by gender, disability and displacement status.
  • Identify needs for and set up, maintain, and update systems for data management, analysis, and dashboarding, incorporating automations and AI-powered tools to improve efficiency and data quality.
  • Set up and utilize a range of data tools including Claude, Commcare, Azure SQL, and Power

Results Measurement Implementation (45%)

  • Serve as the go-to resource for teams on the results measurement
  • Proactively maintain high standards of data quality and accuracy through meticulous attention to detail, overseeing the full data collection process with teammates, platforms, and partners (platform business and user-level data, verification of work transitions, as well as community surveys and participant responses) across the DAWN portfolio.
  • Lead relationships around data with designated platforms and implementing partners, serving as the primary point of contact for their data needs and facilitating data kick-off calls.
  • Set up and run participant-level data collection, working with enumerators in Nigeria, and ensure it is ethical, inclusive and consistent with safeguarding and data protection requirements for young people.
  • Provide bespoke, hands-on data support to platforms, partners and ecosystem stakeholders based on emerging needs across the portfolio.
  • Own and manage all internal Monitoring, Evaluation, & Learning data requests, including those from the DAWN team and consortium partners.

Insights Generation and Dissemination (35%)

  • Manage end-to-end analysis processes for reporting and supporting acceleration
  • Develop and maintain reporting templates, leveraging AI and automations to streamline the generation and population of data insights reports.
  • Independently populate drafts for donor MEL requirements, templates, and reports, including DAWN’s periodic and annual reports and the Learning Pilot evaluation report for the Mastercard Foundation, ensuring data is accurate, verifiable and consistent with earlier reporting.
  • Present and disseminate data learnings – findings and insights – with internal teams, platforms, partners and the Mastercard Foundation.

Content, Learning, & Research Projects (5%)

  • Contribute to research projects responding to key learning themes, working with the Research & Insights
  • Identify needs for and set up, maintain, and update tools for collecting data for research

Supervisory Responsibility

After the first year of the project, the Results Measurement & Insights Manager directly manages a Senior Results Measurement & Data Officer. The role also provides ad hoc oversight of enumerators and junior MEL staff supporting the programme.
